STATE OF MINNESOTA
RESOLUTION APPROVING A TEMPORARY ON -SALE INTOXICATING
LIQUOR LICENSE FOR THE FESTIVAL IN THE PARK OF MOUNDS VIEW
TO ALLOW MOE'S AMERICAN GRILL TO SELL AND SERVE
LIQUOR DURING THE 2026 FESTIVAL IN THE PARK
WHEREAS, the Mounds View City Code permits the issuance of Temporary On -
Sale Intoxicating Liquor Licenses to a club, charitable, religious, or non-profit organization
for a period not to exceed three consecutive days; and
WHEREAS, Festival in the Park of Mounds View, a non-profit organization, has
requested authorization for Moe's American Grill, located at 2400 Mounds View
Boulevard, Mounds View, Minnesota, to sell and serve alcoholic beverages during the
Mounds View Festival in the Park; and
WHEREAS, Festival in the Park of Mounds View has approved Moe's American
Grill to provide alcoholic beverage service at the event, contingent upon City Council
approval of a Temporary On -Sale Intoxicating Liquor License; and
WHEREAS, all required application materials, including forms, insurance documentation,
and fees, have been submitted to the City.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
hereby approves a Temporary On -Sale Intoxicating Liquor License for Festival in the Park
of Mounds View, authorizing Moe's American Grill to sell and serve alcoholic beverages
during the Mounds View Festival in the Park at Silver View Park on Saturday, August 22,
2026.
BE IT FURTHER RESOLVED that this temporary license is conditioned upon
Moe's American Grill serving only wine, beer, and hard seltzers, and expressly prohibits
the sale or service of hard liquor.
BE IT FINALLY RESOLVED that any violation of these license conditions shall
result in law enforcement terminating alcoholic beverage service operations for the
remainder of the event.
