HANDOUT <br />RESOLUTION NO. 10272 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING THE HIRE OF FINANCE DIRECTOR TRAVIS BYRNE <br />WHEREAS, the City of Mounds View posted the Finance Director position due to an upcoming <br />retirement; and <br />WHEREAS, seven (7) qualified applications were received and all candidates were interviewed <br />by City staff; and <br />WHEREAS, second interviews included a panel of Mayor Lindstrom, Council Member <br />Meehlhause, City Administrator Zikmund, Assistant City Administrator Beeman, and Human Resource <br />Director Ewald. At the conclusion of the formal interview, candidates were introduced to the members of <br />the Finance Department, Accountant Loginova and Utility Biling Technician Kane. Human Resources <br />Assistant Tholkes gave each finalist a tour of the department and discussed the Finance team's top <br />candidate with Human Resource Director Ewald. Top candidate information was shared with the interview <br />panel; a discussion was held on who they believed would best fit the organization. Travis Byrne was <br />offered the position; and <br />WHEREAS, Travis Byrne was offered and accepted the position of Finance Director with <br />negotiations which were found acceptable by the Human Resource Committee. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View, <br />Ramsey County, Minnesota, does hereby: <br />• Appoint Travis Byrne to the position of Finance Director <br />• Starting date effective on or around July 27, 2026, to allow training by retiring Finance <br />Director Bauman <br />• Starting wage at Step 4 of the 2026 pay plan $71.65/hour <br />2026 - Grade 15 <br />4% <br />3.75% <br />3.75% <br />3.75% <br />3.5% <br />3.25% <br />3% <br />2.75% <br />Step 1 <br />Step 2 <br />Step 3 <br />Step 4 <br />Step 5 <br />Step 6 <br />Step 7 <br />Step 8 <br />Step 9 <br />$64.00 <br />$66.56 <br />$69.06 <br />$71.65 <br />$74.34 <br />$76.94 <br />$79.44 <br />$81.82 <br />$84.07 <br />• Mr. Byrne will be subject to a six-month probationary period <br />• Mr. Byrne will advance to Step 5 on his one-year anniversary date <br />• Mr. Byrne will begin accumulating vacation at the maximum accumulation rate of 7.69 <br />hours/pay period (200 hours/year) <br />• Mr. Byrne will report directly to the City Administrator <br />Adopted this 13'h Day of July, <br />ch Lindstrom, Mayor <br />ATTEST: <br />Nyl ikm , City Administrator <br />(Seal) <br />
