RESOLUTION NO. 10272
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE HIRE OF FINANCE DIRECTOR TRAVIS BYRNE
WHEREAS, the City of Mounds View posted the Finance Director position due to an upcoming
retirement; and
WHEREAS, seven (7) qualified applications were received and all candidates were interviewed
by City staff; and
WHEREAS, second interviews included a panel of Mayor Lindstrom, Council Member
Meehlhause, City Administrator Zikmund, Assistant City Administrator Beeman, and Human Resource
Director Ewald. At the conclusion of the formal interview, candidates were introduced to the members of
the Finance Department, Accountant Loginova and Utility Biling Technician Kane. Human Resources
Assistant Tholkes gave each finalist a tour of the department and discussed the Finance team's top
candidate with Human Resource Director Ewald. Top candidate information was shared with the interview
panel; a discussion was held on who they believed would best fit the organization. Travis Byrne was
offered the position; and
WHEREAS, Travis Byrne was offered and accepted the position of Finance Director with
negotiations which were found acceptable by the Human Resource Committee.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View,
Ramsey County, Minnesota, does hereby:
• Appoint Travis Byrne to the position of Finance Director
• Starting date effective on or around July 27, 2026, to allow training by retiring Finance
Director Bauman
• Starting wage at Step 4 of the 2026 pay plan $71.65/hour

• Mr. Byrne will be subject to a six-month probationary period
• Mr. Byrne will advance to Step 5 on his one-year anniversary date
• Mr. Byrne will begin accumulating vacation at the maximum accumulation rate of 7.69
hours/pay period (200 hours/year)
• Mr. Byrne will report directly to the City Administrator
