CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING A PROFESSIONAL SERVICE AGREEMENT WITH AE2S FOR
ASSISTANCE WITH THE AMERICA'S WATER INFRASTRUCTURE ACT AND
RECERTIFICATION OF THE RISK AND RESILIENCY
WHEREAS, Safe Drinking Water Act (SDWA) section 1433, which was amended
by America's Water Infrastructure Act (AWIA) section 2013, requires community water
systems (CWSs) serving more than 3,300 people to prepare or revise their risk and
resilience assessments (RRAs) and emergency response plans (ERPs); and
WHEREAS, these plans must be certified to the U.S. Environmental Protection
Agency (EPA) that this work has been completed; and
WHEREAS, AE2S was the Engineering firm that designed the upgrades to the water
treatment plants and has the most knowledge of Mounds View drinking water system; and
WHERAS, Staff is requesting assistance of AE2S in reviewing the Risk and
Resilience Assessment and the Emergency Response Plans for Mounds View and submit
to the EPA, and
WHERAS, AE2S has provided a cost proposal to review the risk and resilience
assessment and update as needed, in addition to submitting to the EPA by June 30,
2026, for $12,000.00; and
WHEREAS, Staff are recommending the City Council Approve the attached
resolution approving the proposal from AE2S for consulting services for the City of Mounds
View Risk and Resilience Assessment and submitting to the EPA; and
WHEREAS, funds are in the 2026 budget for consulting Engineering Services with
AE2S in the Water Department Budget, fund 700-4823-3030.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City
of Mounds View, Ramsey County, Minnesota as follows:
1. The City Council of the City of Mounds View approves the proposal from AE2S
to review the City of Mounds View Risk and Resilience Assessment and submit
to the EPA at a cost of $12,000.00.
2. Funded from the 2026 Water Department Budget, 700-4823-3030.
3. The Mayor and City Administrator are hereby authorized and directed to execute
all appropriate documents to effectuate the actions contemplated by this
resolution.
4. The Mayor and City Administrator, Staff and consultants are hereby authorized
and directed to take any and all additional steps and actions necessary or
convenient in order to accomplish the intent of this Resolution.
