RESOLUTION NO 10274 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING STATUS CHANGE FOR BARB COLLINS FROM PART-TIME WITH BENEFITS <br />TO PART-TIME WITHOUT BENEFITS AND AUTHORIZING PAYOUT OF RETIREMENT <br />HEALTH SAVINGS PLAN <br />WHEREAS, Executive Administrative Assistant Barb Collins requested to reduce work hours from <br />30 per week to 10 per week; and <br />WHEREAS, a reduction in hours will include the elimination of benefits, except for Public Employee <br />Retirement Association (PERA) and Minnesota Paid Leave (MNPL). Benefits are for employees who work <br />30+ hours per week. Ms. Collins was offered continuation of benefits (COBRA); and <br />WHEREAS, due to reduced work hours of less than 20 hours per week, Ms. Collins will no longer <br />receive sick leave, vacation, or holiday accruals. She will be eligible for Employee Sick and Safety Time <br />(ESST). ESST accrues at one hour for every 30 hours worked; and <br />WHEREAS, in accordance with Section 2.11 of the City of Mounds View Personnel Manual, non- <br />union non-exempt employees working under 30 hours per week are not eligible to contribute to the <br />Retirement Health Savings plan (RHSP). Consistent with previous employees who've reduced work hours, <br />Ms. Collins has been paid out her RHSP according to Section 2.11 of the City of Mounds View Personnel <br />Manual: <br />Hours <br />Hourly rate <br />Payout <br />Vacation Hours <br />124.37 <br />$42.46 <br />$5,280.75 Cash Payout <br />50% Sick Leave <br />104.18/2=52.09 <br />52.09 <br />$42.46 <br />$2,211.74 Cash Payout <br />Total Compensation paid 7/9/2026: <br />$7,492.49 <br />WHEREAS, the HR Committee supports the request to reduce work hours and appreciates Ms. <br />Collins continued dedication to the City.
