SPECIAL ORDER OF BUSINESS 46 A. Twin Cities Gateway—Al Stauffacher. Mounds View City Council June 22, 2026 Regular Meeting Page 2 1 2 Al Stauffacher, Executive Director for Twin Cities Gateway,provided the Council with an update 3 on his organization. He reported the mission of his organization was to inspire visitors to discover 4 the vibrant Twin Cities Gateway communities to enhance economic growth and vitality. He 5 indicated his vision was to serve as a premier tourist destination showcasing ultimate sports, the 6 rich culture and natural beauty of the 11 Gateway cities. He commented further on the sales, 7 education and marketing work conducted by the Twin Cities Gateway. He explained Gary 8 Meehlhause serves as the City of Mounds Views representative and acts as the treasurer for the 9 Twin Cities Gateway Executive Board. He provided further information on how tourism impacts 10 the community through a halo effect. 11 12 Lisa Berkas, Marketing Director for Twin Cities Gateway, was pleased to report the hotels in the 13 Twin Cities Gateway had a 64%occupancy rate and the surrounding metro area had an occupancy 14 rate of 60%. 15 16 Mr. Stauffacher discussed the grants that were offered to cities on a yearly basis based on lodging 17 receipts. He reported the City would receive $8,100 in 2026. He explained he was elected Chair 18 of the Minnesota Tourism Association. 19 20 Ms. Berkas reported 2025 was a great year for her organization, noting the city of Ramsey was 21 added to Twin Cities Gateway. She reviewed the new logo that was created this year and described 22 how the logo was utilized by the Gateway. She commented on the 2025-2026 Twin Cities Gateway 23 Visitors Guide that was being distributed at 40 different locations State-wide. She stated she would 24 be working with Greenspring Media on the 2027 Visitor Guide. She provided further information 25 on the other marketing efforts she would be pursuing on behalf of the Gateway. 26 27 Mr. Stauffacher commented on the sports tourism that visited the Gateway area each year. He 28 reported that tourists to this area have a $274.5 billion total economic impact, noting there were 29 339 million sports travelers annually. He explained he had a great partnership with the NSC and 30 met with City park directors annually. He stated he would be volunteering at the Special Olympics 31 event that would be held in Blaine from June 22 through June 24. He commented on the USA 32 Bowling National Championship that would be held in July noting The Mermaid would be hosting 33 this event for 18 days. 34 35 Mayor Lindstrom thanked the Twin Cities Gateway for all that they do to promote the City of 36 Mounds View. He questioned if there was a demand for turf fields. Mr. Stauffacher reported there 37 was a tremendous demand for indoor and outdoor turf fields for both baseball and soccer. He 38 indicated the best investment the City could make would be to have an indoor turf field that had a 39 dome that could be removed during the summer months. 40 41 Council Member Clark encouraged Twin Cities Gateway to consider hosting Pilates or yoga 42 classes on the City's new fitness court. Mr. Stauffacher stated wellness conferences are of interest 43 and noted he would look into this. 44 Mounds View City Council June 22, 2026 Regular Meeting Page 3 1 Council Member Meehlhause reported the Twin Cities Gateway Board met last week and he 2 presented the finances. He was pleased to report this organization was off to a great start in 2026 3 and revenues were up 22% in the first quarter compared to last year. 4 5 7. PUBLIC COMMENT 6 7 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the 8 City Council during Public Comment. 9 10 Amelia Jopp, senior at Irondale High School, addressed the Council on behalf of the Association 11 for Non-Smokers Minnesota Ramsey County Student Action Team. She indicated that her team 12 was a group of students working to reduce youth vaping and tobacco use through peer education, 13 advocacy and community engagement. She reported she has presented to middle schools, 14 published pieces in local newspapers, visited with State lawmakers and attended City Council 15 meetings. She indicated her advocacy group was the recipient of the 2025 Group Youth Advocates 16 of the Year Award from the Campaign for Tobacco Free Kids. 17 18 Mia Henderson,junior at Mounds View High School, explained she wanted to share her concern 19 for flavored tobacco products in the City. She noted many neighboring communities have put 20 flavor restrictions in place to protect the youth. She stated Shoreview, Roseville, Arden Hills, 21 Vadnais Heights and Fridley have put flavor restrictions in place, while Mounds View has yet to 22 take action. 23 24 Ms. Jopp indicated the FDA and CDC have made it clear that flavored tobacco commercial 25 products were deliberately marketed to people like her and disproportionately harm youth. She 26 noted the LGBTQ, Black and Indigenous communities were targeted as well. She suggested the 27 City ban the sale of flavored tobacco in the community in order to improve health outcomes and 28 lower the $4.7 billion that Minnesotans spend annually on smoking related healthcare expenses. 29 30 Ms. Henderson urged the City Council to be leaders and to help Mounds View be a healthier 31 community. She asked that the Council protect the youth in the community from an industry that 32 profits from addiction. 33 34 Mayor Lindstrom thanked Ms. Jopp and Ms. Henderson for their presentation. 35 36 Council Member Smith encouraged Ms. Jopp and Ms. Henderson to fill out a form and have a 37 table at the Mounds View Festival in the Park. 38 39 8. COUNCIL BUSINESS 40 A. Municipal Cannabis Agreements with Great White/MN Roots Documents will 41 be distributed at meeting 42 a. Management Services Agreement 43 b. Consulting Services Agreement 44 C. Financial Services Agreement. 45 46 City Attorney Riggs stated staff has been working on this item for the past year and a half. He Mounds View City Council June 22, 2026 Regular Meeting Page 4 1 indicated he had a conversation last week with MN Roots and draft agreements were presented to 2 MN Roots. He commented he received an email prior to this meeting from MN Roots' attorney 3 requesting these documents not be considered or approved.He recommended that the Council take 4 no action on these agreements. 5 6 B. Resolution 10268, Acceptance of the General Obligation Bond Proceeds, 7 Grant Agreement for the 2023 Sanitary Sewer System Improvement Project: 8 Handout at Meeting. 9 10 Public Works/Parks and Recreation Director Peterson requested the Council accept the General 11 Obligation Bond Proceeds, Grant Agreement for the 2023 Sanitary Sewer System Improvement 12 Project. He explained this action would approve the grant the City received from the State through 13 the Met Council. 14 15 Council Member Meehlhause reported he supported the Council accepting these bond proceeds. 16 He asked how much of the water being processed by the Met Council was clear water. Public 17 Works/Parks and Recreation Director Peterson reported the City was decreasing the amount of 18 clear water going into the system and stated the City's lining efforts were paying off. 19 20 MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10268, 21 Acceptance of the General Obligation Bond Proceeds, Grant Agreement for the 2023 Sanitary 22 Sewer System Improvement Project. 23 24 Ayes— 5 Nays—0 Motion carried. 25 26 C. Resolution 10269, Approve Professional Service Agreement with AE2S for 27 assistance with the America's Water Infrastructure Act and Recertification of 28 the Risk and Resiliency Plan. 29 30 Public Works/Parks and Recreation Director Peterson requested the Council approve a 31 Professional Service Agreement with AE2S for assistance with the America's Water Infrastructure 32 Act and Recertification of the Risk and Resiliency Plan. He explained this action would provide 33 the City with assistance on the City's Risk and Resiliency Plan which must be submitted to the 34 EPA. 35 36 MOTION/SECOND: Clark/Meehlhause. REPORTS 43 A. Reports of Mayor and Council. 44 45 Council Member Smith reported she spent her weekend at Back to the 50's. Mounds View City Council June 22, 2026 Regular Meeting Page 5 1 Council Member Smith indicated the Mermaid was the longest running business in the City of 2 Mounds View since 1960 and the second longest was Theodore's, which was a meat market. 3 4 Council Member Smith reported the Festival in the Park would be completing a fundraiser at Red 5 Robin's on Tuesday, June 23. 6 7 Council Member Smith indicated she would be attending the League of Minnesota Cities 8 Conference later this week along with the rest of the City Council. 9 10 Council Member Clark explained the Festival in the Park would be hosting a medial hunt and 11 stated Gertie the Goose would be sending residents on a wild goose chase. 12 13 Council Member Clark reported she attended the Lions Club meeting last week. She stated the 14 group discussed how to show appreciation to the volunteers that were making the food 15 distributions possible. She noted the food distributions were still taking place each week and noted 16 she needed volunteers throughout the summer. 17 18 Council Member Clark indicated she would not be able to attend the Park and Recreation meeting 19 on Thursday, June 25 because she will be attending the League of Minnesota Cities Conference. 20 21 Council Member Gunn stated the Mounds View Police Foundation met and discussed the 22 Juneteenth event. She indicated the Juneteenth event had to be canceled due to the weather. 23 24 Council Member Gunn reported the police department would be handing out popsicles on 25 Thursdays in July at the Splash Pad. 26 27 Council Member Gunn explained she attended the Twin Cities Gateway and Mounds View 28 Business Council meetings at the Community Center. 29 30 Council Member Gunn noted she would be attending the League of Minnesota Cities Conference 31 later this week. 32 33 Council Member Meehlhause commented he would also be attending the League of Minnesota 34 Cities Conference in Rochester this week. 35 36 Mayor Lindstrom reported he would be attending the League of Minnesota Cities Conference as 37 well. He noted he would be attending this event beginning on Wednesday as he would be 38 interviewing for a board position. 39 40 Mayor Lindstrom wished everyone Happy Father's Day. 41 42 Mayor Lindstrom explained he would be attending clemency training on Tuesday, June 23 and 43 Monday, July 6. 44 45 Mayor Lindstrom congratulated Moe's for being in business in Mounds View for the past 20 years. 46 Mounds View City Council June 22, 2026 Regular Meeting Page 6 1 Mayor Lindstrom stated the Juneteenth event had to be canceled due to weather and noted another 2 event was being planned at the splash pad on Saturday, July 4tn 3 4 Council Member Clark discussed the Rec on the Go program for children up to ages 12 being 5 sponsored by the City, noting these events were held throughout the community as follows: 6 7 Greenfield Park on Mondays from 10:00 a.m. to 12:00 p.m. 8 Silver View Park on Tuesdays from 1:00 p.m. to 3:00 p.m. 9 Lambrecht Park on Thursdays from 10:00 a.m. to 12:00 p.m. 10 Lions Park on Fridays from 10:00 a.m. to 12:00 p.m. 11 12 B. Reports of Staff. 13 14 Public Works/Parks and Recreation Director Peterson stated July was Parks and Rec Month and 15 noted the City will be serving popsicles at the splash pad. 16 17 City Administrator Zikmund stated Jessica Hilmanowski was hired as the City's morning 18 receptionist. He noted the Communications Intern Shay Scanlan began with the City last week. 19 20 City Administrator Zikmund provided the Council with an update on the fire station proposed in 21 Blaine. He noted a joint SBM three city meeting would be held next week to further discuss this 22 fire station. 23 24 City Administrator Zikmund discussed the work staff would be doing to address the cannabis 25 agreements. 26 27 C. Background: On Monday May 11, 2026, Housing/Code Enforcement Inspector Jeremiah Anderson received an email from a Mounds View Citizen reporting a new Air bnb type short term rental in a single-family home that was attracting large groups and hosting parties on the weekends. Inspector Anderson requested the Mounds View Police complete a call for service query for this location and the result was no calls for service at the reported location during the past 12 months. Inspector Anderson made contact with the homeowner, a single widower, and learned this was his primary residence and he was an owner/occupant and the home is in fact rented out as a short-term rental one or two times a month on average. Inspector Anderson explained the recent report of large gatherings and learned there had been one recent incident where the home was rented to a mother who intended to host a college graduation party for her son at the home. The homeowner explained the rental agreement conditions were for 12-14 people and requires all vehicles to park off-street and in this case more than 75 people had come and left during the evening resulting in numerous vehicles parked on both sides of the street of the 8300 Block of Pleasant View Dr. The homeowner explained had he known this rental would have caused this large gathering he would not have rented the home. The property owner was informed that current City ordinance requires non-owner occupied rented single-family homes to obtain a rental dwelling license and that current City ordinance does not require owner occupied properties to obtain a short-term rental license. In preparation for this discussion staff asked the Police Department to again complete a call for service query for the 8300 block of Pleasant View Drive and learned two calls for service related to on-street parking occurred this past July 4t" holiday weekend. Discussion: There are currently 133 single family rental homes licensed in the City of Mounds View. Staff is aware of 4 operated as short-term rental properties. Of these properties, 3 are non- owner occupied and thus require a Rental Dwelling license. Setting aside the prior case in the discussion, there have been no known or documented cases of short-term rental locations causing neighborhood disturbances or concerns. The Mounds View Vision A Thriving Desirable Community Nearly 35-percent of the housing stock in the City of Mounds View is non-owner occupied and rental property. Additionally, a significant amount of the housing stock in Mounds View is aged over 50 years and a majority was constructed prior to 1980. As these structures grow older economics dictate their income-producing potential for owner's decreases, thereby decreasing maintenance funds and increasing their rate of deterioration. Short - term rental and renting a room is a trend that may become a method for owners with aging homes and with a smaller/limited income to enhance their income while improving their property with generated rental income while continuing to live there as an owner occupant versus moving out and operating a traditional non owner-occupied rental. Another emerging trend may be younger home buyers using the income generated from short-term rentals and renting rooms in their homes as a bridge to afford them home ownership. Staff surveyed surrounding Cities and learned that New Brighton requires a short-term rental permit, Arden Hills and Spring Lake Park require a rental license for short-term rentals which operates under the City's broader Rental Property Registration Program and Roseville requires a specific short-term rental license. The New Brighton short-term rental permit is for rentals 14-days or less and provides an exemption if the owner rents out individual rooms and will be physically present during the rental. The Roseville ordinance requires non-owner occupied single-family homes rented for 30-days or less to obtain a short-term rental license. Arden Hills and Spring Lake Park are similar to Mounds View whereby non-owner occupied single-family homes are required to obtain a rental dwelling registration/license regardless of the type of rental (short-term or long term).
