4. APPROVAL OF AGENDA
A. Monday, July 27, 2026, City Council Agenda.
MOTION/SECOND: Meehlhause/Gunn. To Approve the Monday, July 27, 2026, agenda as
presented.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
Mayor Lindstrom asked to remove Item 5C.
A. Approval of Minutes: July 13, 2026.
B. Just and Correct Claims.
C. Resolution 10277, Approval of the 2026 Festival in the Park Agreement.
D. Resolution 10274, Approving Status Change for Barb Collins from Part-
Time with Benefits to Part-Time without Benefits and Authorizing Payout of
Retirement Health Savings Plan.
E. Financial Report for the Quarter Ended June 30, 2026.
F. Resolution 10275, Adopting a Five-Year Financial Plan for 2027 thru 2031.
G. Resolution 10268, Amend Acceptance of the General Obligation Bond
Proceeds, Grant Resolution for the 2023 Sanitary Sewer Improvement
Project.
H. Resolution 10276, Approving an Application from the Mounds View Police
Foundation to Conduct Excluded Bingo at the 2026 Festival in the Park.

removing Item 5C.

C. Resolution 10277, Approval of the 2026 Festival in the Park Agreement.
Mayor Lindstrom requested comment from staff on this item.
Public Works/Parks and Recreation Director Peterson discussed the new items that were
included in the agreement for the 2026 Festival in the Park. He noted the parade route would
remain the same. He indicated the Festival Committee was requesting the City block off
Edgewood from Bronson to the entrance of Walgreens for pedestrian safety. He reviewed the
location of the events that would be held during the Festival in the Park and noted parking would
be provided at Turbo Tim’s along with a shuttle service to and from the festivities.
Council Member Smith recused herself from this item.
Mayor Lindstrom asked why the road would not be closed all the way up to Bronson. Public
Works/Parks and Recreation Director Peterson explained Walgreens would still be running their
business on Friday night and Saturday and access had to remain open.
MOTION/SECOND: Lindstrom/Clark. To Waive the Reading and Adopt Resolution 10277,
Approval of the 2026 Festival in the Park Agreement.
Mayor Lindstrom thanked everyone who planned and volunteered at this great community event.

6. SPECIAL ORDER OF BUSINESS
A. 2026 MVPD Quarter 2 Report - Police Chief Zender.
Police Chief Zender provided the Council with a presentation on the second quarter for the
Mounds View Police Department. He discussed the events his officers participated in. He
reported he currently had 18 officers and one CSO at this time. He was pleased to report the CSO
would be hired as a full-time officer in August. He explained Investigator Soles left Mounds
View for Anoka County CID after 11 years of service to the community. He noted he opened up
the Investigator position and Sergeant Deeson would be filling this role, which meant a Sergeant
position would now need to be filled. He commented on the two interns that were hired to help at
the front desk and noted he was still seeking an SRO. He reviewed the awards his officers
received in recent months. He reported his officers continue to be proactive throughout the
community, even though the department was short-staffed. He discussed the training his officers
received in recent months and was pleased to report the department had a new K-9 Officer,
Crash. He stated the department was looking forward to participating in Night to Unite, which

would be held on Tuesday, August 4 and Festival in the Park, which would be held on Friday,
August 21 and Saturday, August 22.
Council Member Meehlhause thanked Police Chief Zender for his tremendous leadership and for
the excellence within the department.
Mayor Lindstrom requested Police Chief Zender provide the Council with year after year call
data for educational purposes. He thanked the officers for working diligently to assist the
unhoused with finding the services they need in the community.
7. PUBLIC COMMENT
Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
City Council during Public Comment.
Vince Mayer, 8380 Spring Lake Road, explained there was a stop sign down at Spring Lake
Road and Mounds View Boulevard, which was creating a safety concern. He requested the City
address this concern.
Scott Larson, 7366 Parkview Terrace, asked how the City was using Flock cameras and
questioned how the City was managing the data from these cameras. He understood the City put
LPR’s in the community in 2024 and the first audit came back in February of 2026. He noted he
read through this audit and appreciated the fact there were no issues. He commented on how
there had been data breaches in other communities and asked that the data from Mounds View
not be shared with other communities.
City Administrator Zikmund reported he and the Police Chief would be happy to meet with Mr.
Larson to address his concerns regarding Flock cameras.
Mayor Lindstrom thanked Mr. Larson for addressing the Council with his concerns. He stated
the City Council has not seen any misuse of the Flock cameras and noted the communities with
concerns were not in Minnesota.
8. COUNCIL BUSINESS
A. Resolution 10278, Approval of Various Manhole Repairs.
Public Works/Parks and Recreation Director Peterson requested the Council approve various
manhole repairs. He explained during routine inspections of the sanitary sewer manholes the
public works crew found several that needed repairs. He reported staff went out for bid for this
work and the low bid for these repairs was $28,338.

Approval of Various Manhole Repairs.

B. Resolution 10279, Authorization to Close Out the 2025 Street Project.
Public Works/Parks and Recreation Director Peterson requested the Council authorize the close
out of the 2025 Street Project. He explained Northwest Asphalt had this project substantially
completed in October of 2025 and staff continues to work with the contractor on punch list
items. Staff requested the Council authorize the close out and final payment for the 2025 Street
Project.
MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10279,
Authorization to Close Out the 2025 Street Project.
Ayes – 5 Nays – 0 Motion carried.
C. Resolution 10280, Approval of a Professional Preferred Alcohol Vendor
Service Agreement.
Public Works/Parks and Recreation Director Peterson requested the Council approve a
professional preferred alcohol vendor service agreement for banquets and other functions at the
Mounds View Community Center. He explained staff sent proposals to six different vendors and
three vendors responded. Staff recommended the Council approve the three preferred vendors for
the Mounds View Community Center.
Council Member Clark asked if the City had preferred vendors in the past. Public Works/Parks
and Recreation Director Peterson explained the City has not had preferred alcohol vendors in the
past.
Council Member Smith questioned if the Festival in the Park Committee would have to select on
of these vendors for the Festival in the Park. Public Works/Parks and Recreation Director
Peterson reported these vendors were separate from the Festival in the Park.
MOTION/SECOND: Clark/Gunn. To Waive the Reading and Adopt Resolution 10280,
Approval of a Professional Preferred Alcohol Vendor Service Agreement.
Ayes – 5 Nays – 0 Motion carried.
9. REPORTS
A. Reports of Mayor and Council.
Council Member Smith reported in June of 2016 the City Council voted to rename the portion of
County Road 10 that runs through Mounds View to Mounds View Boulevard.
Council Member Clark stated she attended the Park, Rec and Forestry meeting last week noting
the group discussed the park master plan. She thanked the public works team for all of their
efforts on the new signs in the City’s parks.

Council Member Clark explained the new Mounds View Matters would be sent to residents in
the next week.
Mayor Lindstrom reported he attended three League of Minnesota City Committee meetings last
week where he learned more about the agenda items for the coming year. He explained items of
interest were franchise fees, cannabis legislation clarity and tax money being returned.
Mayor Lindstrom stated he was looking forward to attending Night to Unite events on Tuesday,
August 4.
B. Reports of Staff.
Finance Director Byrne stated he was looking forward to working with the City Council.
Public Works/Parks and Recreation Director Peterson reported the Park Committee wants to hold
a name the Vactor campaign at Festival in the Park. The Council supported this event.
Public Works/Parks and Recreation Director Peterson provided further information on the three
ballot questions that would be voted on in November.
City Administrator Zikmund stated he had been working with the City Attorney and Voyageur
on agreements for the municipal cannabis shop.
Sharon Kirscher, 8406 Red Oak Drive, asked if a pedestrian bridge over Mounds View
Boulevard had been discussed by the City Council.
Mayor Lindstrom explained this topic had been discussed, noting it was his understanding the
expense for a pedestrian bridge would be more than $10 million. He indicated he could speak
with the County again regarding this topic.
C. Reports of City Attorney.
City Attorney Riggs had nothing additional to report.
