CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
ACCEPTING RFPS AND AWARDING A CONTRACT TO LANDBRIDGE ECOLOGICAL FOR
ECOLOGICAL RESTORATION MAINTENANCE SERVICES
WHEREAS, the City received funding through the Minnesota Board of Water and Soil
Resources (BWSR) Habitat Enhancement and Landscape Program (HELP) to restore approximately
15.9 acres of pollinator habitat at Silver View and Ardan Parks; and
WHEREAS, the habitat restoration work was completed in combination with the City's
stormwater improvement projects at Silver View and Ardan Parks to improve water quality, restore
native plant communities, and enhance wildlife habitat; and
WHEREAS, post -installation site assessments identified the need for continued ecological
restoration maintenance to support native vegetation establishment, control invasive species, and
ensure the long-term success of the restoration projects; and
WHEREAS, the City issued a Request for Proposals (RFP) for ecological restoration
maintenance services, received proposals from qualified contractors, and evaluated the proposals
based on the
criteria

established in the RFP; and
WHEREAS, City Staff has determined that the proposal submitted by Landbridge
Ecological provides the best overall value to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The proposal submitted by Landbridge Ecological for ecological restoration maintenance
at Silver View Park and Ardan Park is approved.
2. The contract is awarded to Landbridge Ecological in the amount of $12,095.00
Funding for this contract shall be provided through the remaining BWSR HELP grant
funds designated for ongoing restoration maintenance.

4. The City Council Accepted the Grant from State of Minnesota Board of Soil and Water
Resources (BWSR) for a total amount of $230,300.00 with $56,430.00 for the Ardan
Project upland vegetation portion. Reducing the total project cost to $452,840.88.
5. The Mayor and City Administrator and Public Works Director are hereby authorized and
directed to execute all appropriate documents to effectuate the actions contemplated by
this resolution.
6. The Mayor and City Administrator, Staff and consultants are hereby authorized and
directed to take any and all additional ste s and actions necessary or convenient in order
to accomplish the intent of this Resolutiq�.
