CITY OF MOUNDS VIEW

APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MOUNDS
VIEW AND LAW ENFORCEMENT LABOR SERVICES, INC. (LELS) LOCAL NO. 204
REGARDING AN INCREASE TO SCHOOL RESOURCE OFFICER PAY
WHEREAS, the City of Mounds View and Law Enforcement Labor Services, Inc., Local
#204 are parties to a 2026 — 2028 labor agreement; and
WHEREAS, no internal officers requested the School Resource Officer (SRO) 2026 —
2027 assignment, and an open recruitment process found no viable lateral candidates due to
low wages for the position; and
WHEREAS, the LELS 204 Business Agent prepared a Memorandum of Understanding
(MOU) for consideration to increase the SRO pay from 2.75% above base wage to 5.0% above
base wages while designated to the position and serving in the SRO capacity; and
WHEREAS, to continue a positive relationship with the Mounds View elementary and
middle schools, the HR Committee supports the Memorandum of Understanding, Adjusting
School Resource Officer Pay from 2.75% to 5.0%.
NOW, THEREFORE, BE IT RESOLVED THAT the parties agree language from the LELS
Local No. 204 2026 — 2024 Labor Contract within Appendix A will be changed to the following:
Employees classified or assigned by the EMPLOYER as School Resource Officer will receive
an additional 5.0% of wages while designated and serving in this capacity.

MEMORANDUM OF UNDERSTANDING
LELS 204 — PATROL AND INVESTIGATORS
Increase to School Resource. Officer Pay
This memorandum'of understanding is made between the City of Mounds View ("City")
and the Law Enforcement Labor Services, Inc., Local #204 ("Union").
WHEREAS, the City and Union are parties to a 2026 - 2028 collective bargaining
agreement; and
WHEREAS, during the term of this agreement, Appendix A of the collective bargaining
agreement will be changed to include an increase to the School Resource Officer from
2.75% above base wage to 5.0% above base wages while designated to the position and
serving in this capacity; and
WHEREAS, the language in appendix A will be changed to the following: Employees
classified or assigned by the EMPLOYER as School Resource Officer will receive an
additional 5.0% of wages while designated and serving in this capacity; and
WHEREAS, the City and Union wish to make this' adjustment to Appendix A of the
collective bargaining agreement.
In witness whereof, the parties have executed this Memorandum of Understanding on the
24th day of August, 2026.
