The developer is proposing to construct a boutique hotel on the site and has one year from the Purchase & Development Agreement to break ground. The developer will provide an update on the project. After providing a development update to the EDA the developer is asking for an extension to break ground beyond the initial one year as outlined in the Development Agreement. Discussion The EDA to hear the developer’s project update and extension request and ask any questions as appropriate. Strategic Plan Strategy/Goal Maintain a positive business climate where businesses want to locate and remain in Mounds View. Finance top redevelopment areas Industrial/Commercial/Residential. Financial Impact None. Recommendation Staff recommends the EDA hear the developer update and ask any question as needed, then consider directing staff to cooperate with the City Attorney to determine legality and required documents for an extension as per the Development Agreement to be presented at a future EDA meeting for formal consideration. Respectfully submitted, ___________________________ Brian Beeman, Assistant City Administrator Attachment(s): 1. Power Point Presentation Development Update Item No : : 7A Meeting Date : : September 28, 2026 Type of Business: : EDA BUSINESS Administrator Review : ____ City of Mounds View Staff Report MOUNDS VIEW BOUTIQUE HOTEL Development Update to City Council Eden Endeavors LLC | 1.1-Acre Site, Mounds View, MN Prepared for City Council Review • September 2026 Project Overview A boutique hospitality destination for Mounds View, built around the market this site actually serves 1.1 Acres Site Size Right-sized for a boutique-scale property, not a large-footprint flag 60–100 Keys (Target) Sized for the site and a high-end, corporate-driven demand base Destination Positioning A distinctive boutique concept designed to be a community gathering place, not a commodity room product Privately Financed Funding Approach Developer equity, JV capital, and brand incentives, no city financial assistance requested Mounds View sits minutes from Medtronic's global headquarters and other major area employers —a boutique property gives corporate travelers, visiting clients, and executive teams a distinctive place to stay, rather than routing that demand to commodity hotels in neighboring cities. Development Timeline Eight phases from site control to grand opening (roughly 24–32 months total) 1 Site Control & Feasibility 1–3 mo 2 Entitlements & Land Use 3–6 mo 3 Design & Construction Docs 3–5 mo 4 Financing & Capital Close 3–6 mo 5 Building Permitting 2–3 mo 6 Construction 14–18 mo 7 FF&E, Brand & Licensing 4–6 mo 8 Pre-Opening & Grand Opening 1–2 mo Entitlements, design, and financing run in parallel —the critical path is closing financing and entitlements together before permitting begins. Why the Timeline Extended Nine months of responsible due diligence led to the right concept for this site and this community What the First 9 Months Have Involved Shopped the site to hard and soft-brand flags. Most hard brands require ~1.5 acres; this site is 1.1 Pursued soft-brand options (Tribute, Tapestry, Vignette) built for constrained lots Worked through the city's ground-floor retail requirement against each brand's design standards Concluded no flag could accommodate the site and the retail requirement without an extended, uncertain design-deviation process Why Boutique Is the Right Fit No brand approval needed: The 1.1-acre lot and ground-floor retail are non-issues for an independent concept Positions the property as a destination: A distinctive place, not a commodity room product Fits the community: Minutes from Medtronic's headquarters and other major employers, serving executive and client travel the market already generates Full design freedom to integrate the retail component the city wants, rather than fighting a brand prototype Net effect: the boutique path needs its own ~12 months from today —for design, financing, and custom FF&E —on top of the 9 months already invested in responsible due diligence. With 3 months remaining on the current 12-month clock, that calls for extending the deadline to 21 months total. A Schedule Extension Worth Considering No financial assistance requested, an accommodation that protects the progress already made Extend the Construction-Commencement Deadline Purchase and Development Agreement, Section 4.3 Current term: commence construction within 12 months of the Date of Closing Requested term: extend to 21 months If the Site Reverts to the City A failure to meet the current deadline is an Event of Default under the Agreement, allowing the EDA to reclaim the property. That doesn't shorten the path to a completed hotel, it resets it. A new developer would restart site due diligence, brand or concept evaluation, and design from zero, likely adding a year or more before ground is even broken. Progress Already Made The past 9 months were not lost time. The due diligence required to get this right: testing brand fit, evaluating the site honestly, and arriving at a boutique concept built specifically for this community. That work, and the vision behind it, is already invested. An extension carries it forward rather than starting over. No other terms of the Agreement —including the 34-month Termination Date —are affected by this request. Next Steps Keeping the project moving over the next 120 days Council/EDA action on the extension request This meeting Finalize boutique concept & interior design direction Weeks 1–6 Submit formal site plan & zoning application Weeks 1–4 Finalize private capital stack (equity partner / debt terms)Weeks 2–8 Advance architectural design development Weeks 1–12 Questions & Discussion DIRE To: Economic Development Authority From: Brian Beeman, Assistant City Administrator Item Title/Subject: Annual Project Review & Resolution 26-EDA-388 Approving a Ninth Amendment to the Loan Origination Agreement with the Center for Energy and Environment Background The Center for Energy and Environment (CEE) administers several loan programs for the EDA. CEE will provide an Annual Review of is programs as it relates to Mounds View then the EDA to consider Resolution 26-EDA-388. The Loan Origination Agreement must be approved annually by the EDA via a resolution. The current Loan Origination Agreement was renewed April 13, 2026, for the duration of 2026 and included the administration of the LAHA program. The Ninth Amendment will be effective January 1, 2027 and remain for the duration of 2027. The Program Guidelines and Agreement stay the same. The only changes are updating the dates, budget, and Amendment number. This will be the Ninth Amendment to the Loan Origination Agreement since the original agreement was adopted and is effective January 1, 2027 and expires December 31, 2027. There are currently three separate Agreements: 1) The Loan Origination Agreement must be approved annually by the EDA via a Resolution. 2) The Loan Servicing Agreement is already in place and renews annually automatically. 3) The Home Energy Squad (HES) Agreement doesn’t expire until December 31, 2026 and is usually a two-year agreement also approved by the EDA via a Resolution. The City pays 50% and the Resident pays the other 50% for HES to complete an Energy Saver visit and Energy Planner visit. The EDA currently reimburses CEE $35 for every HESES visit and $50 for every HESEP visit completed, not to exceed an aggregate total of $3,000 without further authorization from the EDA. Discussion The EDA to hear the Annual Review of CEE loan programs as it relates to Mounds View, then review and discuss amending the Loan Origination Agreement, with the only change being dates, budget, and amendment number.
