CITY OF MOUNDS VIEW

STATE OF MINNESOTA
APPROVING REVISIONS TO THE PART-TIME CUSTODIAN JOB DESCRIPTION
AND AUTHORIZING THE HIRE OF STEPHEN OTIABO TO FILL THE VACANCY
WHEREAS, the City contracts with Northland Staffing Solutions to fill weekend custodial needs for
part-time weekend evening shifts for the Event Center; and
WHEREAS, Stephen Otiabo, an employee of Northland Staffing Solutions, has worked at the
Community Center for three years as a contracted employee, and whose job performance City staff finds
to be agreeable; and
WHEREAS, Mr. Otiabo has met requirements of the Northland Staffing Solutions employment
agreement and is eligible to apply for a City of Mounds View custodial position if the opportunity becomes
available; and
WHEREAS, the City would no longer be charged customary staffing fees charged by the temporary
agency for Mr. Otiabo's services; and
WHEREAS, by employing Mr. Otiabo, he would receive a pay increase with the opportunity for
advancement in the City's nine -step pay plan. Staff and the HR Committee support the hire of Mr. Otiabo
and recommend starting Mr. Otiabo at Grade 2, Step 1 of the pay plan:

WHEREAS, staff would make a revision to the job description adding the following: Event Center
clean up and set up.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View, Ramsey County,
Minnesota, does hereby:
• Approving the hire of Stephen Otiabo to Evening/Weekend Custodian
• Start date of October 2, 2026
• Beginning wage Grade 2, Step 1 of the 2026 pay plan, includes only Minnesota Paid Leave,
PERA benefits, and ESST accumulation
• Subject to a 6-month probationary period, eligible for Step 2 upon successful completion
of 6-months employment; eligible for Step 3 upon one-year anniversary date and annual
Step increases on anniversary dates, plus COLAs on January 15' of each year
• Approving revisions to the Custodian Job Description
Adopted this 28'" day of September 2026.
