CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PROMOTION OF NIKLAUS LODER
TO PUBLIC WORKS MAINTENANCE POSITION
WHEREAS, the City Council approved a two-year Apprenticeship for Niklaus Loder in
2024; and
WHEREAS, Mr. Loder successfully completed all aspects of the Apprenticeship within the
timeline; and
WHEREAS, Mr. Loder passed all hiring processes for the Public Works Maintenance
Worker, which included an interview, pre -employment physical, and psychological evaluation; and
WHEREAS, staff and the HR Committee support the promotion of Mr. Loder to the position
of Public Works Maintenance Worker effective September 28, 2026, and recommend he receive
a starting wage of Grade 5, Step 2 of the 2026 Pay Plan; and

WHEREAS, effective September 28, 2026, Mr. Loder will become a member of the Public
Works Collective Bargaining Unit (CBU), and per the Labor Agreement will serve a six-month
probationary period; and
WHEREAS, Mr. Loder will advance to Step 3 on his six-month anniversary, provided he
achieves a successful probationary review; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View,
Ramsey County, Minnesota, does hereby:
• Promote Public Works Apprentice Niklaus Loder to Public Works Maintenance
Worker effective September 28, 2026.
• Mr. Loder will begin the new position at Grade 5, Step 2, and begin a six-month
probationary period, according to the CBU Labor Agreement.
• Mr. Loder will advance to Grade 5, Step 3 at the conclusion of a successful six-
month probation period.
• One year from Mr. Loder's Grade 5, Step 3 increase, Mr. Loder will receive his
Step 4 increase, and each year following he will advance to the next step until he
achieves Step 9. Additionally, he will receive COLAs each January 1st
