CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING ADDITION OF KAVIRA BENEFIT TO 2027 EMPLOYEE HEALTH
INSURANCE
WHEREAS, staff presented overall health insurance rate increases of 8.63%
planned for 2027, during the September 14, 2026 Council Work Session and how these
rates could be reduced overall to 6.6% if the City elected to cover the cost of the Kavira
program; and
WHEREAS, the Kavira program provides participants in the City's health insurance
Kavira services, saving time and money through convenient chat, video and home visits
at no cost to the employee, with the employee only paying for prescriptions; and
WHEREAS, the cost for Kavira in 2027 is $13,284, and is a program for employees
with the City's health insurance coverage. This is a year-to-year membership.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves the following:
• Approving the addition of Kavira Benefit to the 2027 Employee Health Insurance
• The City will pay the estimated amount of $13,284 for plan year 2027
