CITY OF MOUNDS VIEW

AUTHORIZATION TO DISCHARGE PUBLIC WORKS GIS SPECIALIST RACHEL POTTER
AND PAY ACCRUED VACATION AND SICK LEAVE COMPENSATION
WHEREAS, the City discharged GIS Specialist Rachel Potter and agreed to pay her
through September 11, 2026; and
WHEREAS, the City's Personnel Manual states: "Employment with the City of Mounds
View is not for any specific length of time, it is at -will employment;" and
WHEREAS, the City agreed to pay Ms. Potter's eligible vacation, compensatory hours,
and 50% of accumulated sick leave; and
WHEREAS, Ms. Potter's balance of accrued and unused vacation is estimated at 108.36
hours and compensation balance is 0.00 hours; and
WHEREAS, Ms. Potter was hired with the City on May 2, 2023, and eligible for the sick
leave payout. She has an estimated sick leave balance of 121.83 hours which pays out at 50%;
and
WHEREAS, the rate of pay for Ms. Potter upon separation was $39.73 per hour.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council approves
the discharge of Public Works GIS Specialist Rachel Potter effective September 11, 2026, and
agrees to Pay Accrued Vacation and Sick Leave consistent with Sections 2.11 and 5.03 of the
Mounds View Personnel Manual effective with the final paycheck issued on September 17, 2026:
