APPROVING TWO-STEP COMPENSATION INCREASE FOR STORM WATER
TECHNICIAN EMMA MACKI
WHEREAS, Council approved revisions to Section 2.01 Compensation and Classification, D —
Progress Through the Steps of the Personnel Manual August 24, 2026, which if the Department Head
presents exceptional logic to the City Administrator for consideration, and if approved, the item will then be
presented to Council for approval; and
WHEREAS, Public Works Director Peterson presented the following attestation as to why Storm
Water Technician Emma Macki deserves a two-step increase on her upcoming anniversary September 23,
2026, as over the last year Ms. Macki has exceeded expectations in her role as Storm Water Technician:
• Ms. Macki performed site inspections on both contractors and Public Works crews, ensuring Storm
Water Best Management Practices (BMPs) are being followed.
• Ms. Macki has also provided training to the Public Works Operations and Maintenance (O&M) staff,
explaining the new Municipal Separate Storm Sewer System (MS4) rules issued by the Minnesota
Pollution Control Agency (MPCA).
• Ms. Macki has written and secured grants totaling $402,234 for the following:
o Tribute Park
o Department of Natural Resources (DNR) Re -Leaf Grant
o Storm Water Resiliency Grant
o Planning Grant for the Edgewood Storm Water Ponds
and;
WHEREAS, the HR Committee supports the requested two-step increase for Storm Water
Technician Emma Macki, bringing her from Step 3 to Step 5.

NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council does hereby Approve
Two -Step Compensation Increase for Storm Water Technician Emma Macki effective September 23, 2026.
Adopted on this 14th day of September 2026.
