City Council Regular Meeting Minutes <br />February 9, 2010 <br />Page 4 <br />Calls/Incidents of Service; 4) 2009 Department Awards; 5) Patrol Review; 6) Investigation <br />Review; 7) Education Summary; 8) Police Reserve Summary; 9) Crime Prevention Summary <br />Police Chief Ohl provided information on the dispatch center and encouraged individuals to <br />contact 911 to report suspicious activity. <br />Mayor Pro Tem Roth thanked Police Chief Ohl, Liquor Operations Manager Larson, and their <br />staff for the quality work they do for the City. <br />10 D. Update on 2010 Street Improvement Project. Todd Hubmer. WSB & Associates. <br />11 presenting. <br />12 <br />13 Mr. Todd Hubmer, WSB & Associates, Inc., presented an overview of the St. Anthony Village <br />14 2010 Street and Utility Improvement Project. The presentation focused on the following <br />15 information: <br />16 • Project Summary <br />17 • Project Funding <br />18 o Special Assessment 429 Bonds <br />19 o General Obligation Street Reconstruction Bonds (recommended) <br />20 • Street & Utility Improvement Program 5 -Year Improvement Plan <br />21 • Sidewalk and Street Lighting Program <br />22 • Proposed Project Schedule <br />23 <br />24 Councilmember Stille verified with Mr. Hubmer that the 5 -Year Improvement Plan can be <br />25 amended in the future if desired by Council. He requested clarification that the difference in the <br />26 Special Assessment 429 Bonds and the General Obligation Street Reconstruction Bonds is <br />27 basically the mechanics of borrowing the monies. Mr. Hubmer responded in the affirmative. He <br />28 stated based upon the information from Ehlers and Associates, there is essentially no difference <br />29 in the interest rates of the two bonding options. It is simply the process and procedure that <br />30 changes a bit. <br />31 <br />32 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />33 <br />34 City Manager Morrison reported on the following: <br />35 • Kids vs. Cops was held on February 2, 2010 with 70 kids participating. <br />36 • The Fire Department hosted a flu shot clinic on February 4, 2010 — over 207 attended the <br />37 clinic. <br />38 • The City is hosting a seminar on erosion control basics in conjunction with Mississippi <br />39 Watershed Management Organization on Thursday, February 11, 2010. <br />40 • The February 16`h Planning Commission meeting has been cancelled. <br />41 • A legislative conference with schools, counties, townships and cities is scheduled for <br />42 March 25, 2010. <br />43 • Metro Transit has notified staff that the bus schedule will be modified. <br />44 • Thank you to Liquor Operations Manager Larson and Police Chief Ohl for the annual <br />45 reports presented tonight and the quality work they do for the City. <br />46 <br />
