Budget Review. Mike Morrison, City Manager and Roger Larson, Finance Director, <br />presenting. <br />Mayor Faust opened the public hearing at 7:03 p.m. <br />City Manager Momson stated the purpose of tonight's public hearing is to take public input on <br />the 2011 Operating Budget. City Manager Morrison and Finance Director Larson provided a <br />presentation on the 2011 Operating Budget, focusing on the following information: 1) Summary <br />of the 2010 General Operating Budget; 2) 2011 Budget Calendar; 3) 2009/2010 General Fund <br />Expenditures 4) 2009/2010 General Fund Revenues. <br />Mayor Faust invited input from the public. <br />Hearing none, Mayor Faust closed the public hearing at 7:06 p.m. <br />Mayor Faust pointed out that a small portion of General Fund Revenues are generated from <br />property taxes, with a large portion of General Fund Expenditures allocated to public safety. <br />Councilmember Stille commented that the presentation tonight centered around the 2010 General <br />Operating Budget, and that there will be upcoming meetings devoted to the 2011 Budget. <br />REPORTS FROM COMMISSION AND STAFF. <br />A. Resolution 10-029: Approval of the Request for a Variance to Encroach into the Front <br />Yard Setback at 3038 Harding Street NE. <br />Planning Commission Member Brian Heinis provided a report on the request for a variance to <br />encroach into the front yard setback at 3038 Harding Street NE. The applicants would like to <br />add a front porch to the property and have requested a variance of one foot into the front yard <br />setback to allow for a more usable porch space. There were no negative comments from the <br />public at the public hearing for the requested variance. Mr. Heinis stated the Planning <br />Commission felt this will be a worthwhile project that will fits well with the neighborhood and <br />recommended approval of the variance request. <br />Councilmember Stille asked if there was any discussion at the Planning Commission meeting on <br />changing the ordinance to fit the need versus providing the variance. Mr. Heinis responded in <br />the negative. He noted that the variance request was only for one foot, and the house was built <br />before the city code was in place. <br />Mr. Chuck Bower, applicant, addressed the City Council and stated he has lived at 3038 Harding <br />Street for the past ten years. Their family is growing and they love the City of St. Anthony and <br />their neighbors. They are excited for the extensive remodel to their home and have hired an <br />architect to help them. They feel it is necessary to pursue the desire for the front porch as part of <br />the project. <br />
