Serious challenges that will need to be addressed <br />6 are: <br />7 • Elevated unemployment rate <br />8 . Negative balance in trade <br />9 • Reauthorization of the Elementary and Secondary Education Act in 2011 <br />10 • Decision on extension of the 2001/2003 tax cuts <br />11 • Unemployment insurance extension will expire on November 30, 2010 <br />12 • Continuing to evaluate U.S. engagement in Afghanistan. He is taking an interest in <br />13 trying to strengthen Afghanistan's parliament <br />14 • They have seen the political progress begin to emerge in Iraq <br />15 <br />16 Congressman Ellison stated it is an honor to be working with the City of St. Anthony and invited <br />17 the City Council members to visit his office if they are in Washington D.C. <br />18 <br />19 Mayor Faust stated that similar to Congressman Ellison's comments about the 5`h Congressional <br />20 District and how they all work together, the St. Anthony School District does this with open <br />21 enrollment, with over 40% of students coming from outside the City of St. Anthony. He thanked <br />22 Congressman Ellison for the new hyperbaric oxygen chamber facility on behalf of Minnesotans. <br />23 He stated the St. Anthony Police and Fire Departments have had a good relationship with <br />24 Homeland Security and have been able to garner grants for training and things that have been <br />25 needed. <br />26 <br />27 Mayor Faust stated in regards to earmarks, they probably would not have Silver Lake Village if <br />28 not for the $750,000 earmark for 391h Avenue that Congressman Sabo was helpful in obtaining. <br />29 He pointed out that there is now $100 million worth of value there with many more residents and <br />30 options for places to eat, etc. He noted that the army ammunition plant built in 1990 was an <br />31 earmark as well which helped in cleaning up water in the area. He thanked Congressman Ellison <br />32 for his hard work and for his personal service for the United States overseas. <br />33 <br />34 B. Update from Historical Society. Resolution 10-079: Authorizing the Application for Metropolitan Council Municipal <br />39 Publically Owned Infrastructure Inflow/hifiltration Grant Program. Todd Hubmer, WSB <br />40 & Associates, presenting. <br />41 <br />42 Mr. Todd Hubmer, WSB & Associates, provided information on the Metropolitan Council <br />43 Environmental Services (MCES) UI Municipal Grant Program. The program allows <br />44 municipalities that have been identified as having excessive inflow and infiltration to receive <br />45 assistance with capital improvements that reduce the amount of inflow and infiltration. The <br />46 MCES has indicated that the sanitary sewer improvements associated with St. Anthony's annual <br />
