City Council Regular Meeting Minutes <br />July 8, 2014 <br />Page 4 <br />Councilmember Gray agreed with Councilmember Roth and felt that the proposed sign was <br />fairly low key and would not be visible from a long distance. He stated he would like to see the <br />City regulate more of the illumination and any associated nuisance. He also felt the proposed <br />sign looks better than a manual sign and would support the requested text amendment. <br />7 Motion by Councilmember Stille, seconded by Councilmember Jenson, to deny the requested <br />8 zoning ordinance text amendment and to direct staff to prepare a resolution of denial for <br />9 consideration at a future City Council meeting. <br />10 <br />11 Motion carried 3-2 (Gray and Roth opposed). <br />12 <br />13 B. Ordinance 2014-03 (or 02): an Ordinance Amending Title XV Land Usage, Chanter 155 <br />14 Sign Code, Section 155.22 of the Zoning Code of the City of St. Anthony Village <br />15 Pertaining to the Prohibited Signs (St. Anthony Mobil, 2801 Kenzie Terrace). Kelsey <br />16 Johnson, City Planner, presenting. <br />17 <br />18 City Planner Johnson stated the owners of St. Anthony Mobil have requested a text amendment <br />19 to allow a stationary electronic sign for the display of gas prices. She reviewed the findings, <br />20 purpose, and intent of the Sign Code as presented in the earlier request this evening and stated <br />21 that the Sign Code specifically allows a wide variety of sign types in commercial zones and <br />22 allows a gas station to have one pylon sign to identify the gasoline brand that is 30' in height <br />23 with a minimum clearance of eight feet from the basic grade level, not to exceed 150 square feet <br />24 in sign surface, and one price sign per each frontage having a curb. She explained the applicant <br />25 has requested a modification to the Sign Code to allow stationary electronic message signs to <br />26 display gas prices only in all gas stations in the City and stated there are currently six gas stations <br />27 in the City. She added that requests have been received in the past and historically the City <br />28 Council has not amended the Code to allow electronic message signs. She advised that the <br />29 Planning Commission held a public hearing June 23, 2014, and recommended a modified version <br />30 of the amendment to include limiting the size of the numbers to a maximum height of 18" and to <br />31 allow up to three rows of pricing per side of the sign. <br />32 <br />33 Councilmember Roth asked if there was anything in the text amendment that would prevent the <br />34 three rows of numbers to be in text format. <br />35 <br />36 City Planner Johnson stated that the text amendment as proposed would be for gas prices only <br />37 and any words would be a violation of the Sign Code. <br />38 <br />39 Councilmember Jenson asked about illumination requirements. <br />40 <br />41 City Planner Johnson stated there is a provision in the Code related to glare and the City would <br />42 enforce the ordinance if glare was measured at the property boundaries and added there is not a <br />43 specific provision in the Code related to illumination and staff would look to the glare ordinance <br />44 if it becomes a nuisance. She stated the Planning Commission discussed the dimming feature of <br />45 the proposed sign but this is not a requirement of the Code, however, the applicant indicated the <br />46 automatic dimming feature is a standard function of the sign. <br />47 <br />
