17 <br />REQLESTFOP- COW -101L CONSIDFRA7-/0N <br />Report Date: June 24, 2014 <br />Resolution 14-047; a resolution Authorizing the Execution of a Joint Cooperation Agreement <br />Between the City of St. Anthony Village and Hennepin County for Participation in the Urban <br />Hennepin County Community Development Block Grant Program in Fiscal Years 2015-2017 <br />OVERVIEW. <br />Before you is a resolution authorizing the Execution of a Joint Cooperation Agreement between the <br />City of St. Anthony Village and Hennepin County for Participation in the Urban Hennepin County <br />Community Development Block Grant program in fiscal years 2015-2017. <br />Since the last executed agreement, HUD is requiring certain changes to the Joint Cooperation <br />Agreement. The changes are as follows: <br />• Additional language stating that the agreement covers not only the CDBG Entitlement <br />program and the HOME Investment Partnership (HOME), but also the Emergency Solutions <br />Grants *(ESG) Programs. <br />An additional provision that a unit of general local government may not sell, trade or <br />otherwise transfer all or any portion of the such funds to another such metropolitan city, <br />urban county, unit of general local government, or Indian tribe, or insular area that directly <br />or directly receives CDBG funds in exchange for any other funds, credits or non -Federal <br />considerations, but must use such funds for activities eligible under Title I of the Act. <br />• Clarification of Fair Housing Language <br />• The Planning and Administrative cost language has been expanded to reflect the County's <br />growing costs associated with compliance and timeliness monitoring and the potential need <br />for future increases within the term of the JCA. <br />
