CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION NO. 13-025 <br />RESOLUTION APPROVING A SITE PLAN FOR THE PROPOSED SENIOR <br />LANDINGS AT SILVER LAKE VILLAGE DEVELOPMENT <br />WHEREAS, the City of St. Anthony Village received a request from the Applicants <br />BKV Group on behalf of St. Anthony Leased Housing Associates II, LLC for site plan approval <br />for the construction of a 172 -unit affordable senior housing development to be constructed at the <br />now vacant land and building owned by the Housing and Redevelopment Authority of the City <br />of St. Anthony Village and Apache Redevelopment LLC on January 4, 2013, legally described <br />as follows: <br />LOTS 1 AND 2, BLOCK 1, HUEBACK ADDITION AND LOT 5, BLOCK I, SILVERLAKE VILLAGE <br />TOGETHER WITH THE BENEFIT OF THE ROADWAY AND UTILITY EASEMENT AND <br />CONTAINED IN DECLARATION OF EASEMENTS DATED OCTOBER 19, 2004, FILED OCTOBER <br />20, 2004, OR DOCUMENT NO. 3801282. <br />RAMSEY COUNTY, MINNESOTA. <br />WHEREAS, on September 23, 2003, the City of St. Anthony Village approved the <br />Preliminary Development Plan and Final Development Plan for the Northwest Quadrant area <br />(Silver Lake Village); and <br />WHEREAS, a major component of the overall Redevelopment Plan for the Northwest <br />Quadrant Area is to redevelop blighted areas, prevent the emergence of blight, and foster an <br />increase in commercial development providing jobs, create new rental housing, particularly low <br />and moderate income rental housing, and create new for sale housing appropriate for various life <br />stages of the City's residents and not currently available of the City, and <br />WHEREAS, on August 10, 2010, the City of St. Anthony Village approved the Phase III <br />Redevelopment Agreement by and Among the City of St. Anthony Village, the Housing and <br />Redevelopment Authority of the City of St. Anthony and Apache Redevelopment, LLC for the <br />redevelopment of the property as senior apartment style living at an affordable level, legally <br />described above; and <br />WHEREAS, on February 22, 2012, the City of St. Anthony approved a resolution <br />supporting an application to Ramsey County for Grant Funds for the Landings Senior Rental <br />Project in the City of St. Anthony Village; and <br />WHEREAS, on June 12, 2012, the City of St. Anthony Village approved a purchase and <br />sale agreement for real property by and among the Housing and Redevelopment Authority of St. <br />Anthony Village and St. Anthony Leased Housing Associates II, Limited Partnership; and <br />WHEREAS, on January 04, 2013, BKV Group on behalf of St. Anthony Leased <br />Housing Associates II, LLC, submitted an application to the City for site plan approval and an <br />
