RES 14-043 RCWD Basic Water Petition

Mirror Lake and Hansen Park project components of the petitioned Basic Water Management Project; and, WHEREAS, the Watershed District has determined that the regional water quality, stormwater and flood management benefits created by implementation of the project components justify the use of District derived funds to pay 100% of the cost to implement the Minor Lake and Hansen Park project components of the petitioned Basic Water Management Project, without allocation to the project petitioners; and, WHEREAS, to facilitate the planning of the Minor Lake project component, the Watershed District will need access to the project site for the purpose of performing surveys, investigations necessary for the development of project plans and specifications and for project construction; and, WHEREAS, to facilitate implementation of the Minor Lake project component, the City will work cooperatively with the Watershed District to provide necessary access, construction easements on City property and other conveniences for the work that are within the City's control; and, WHEREAS, the City of Roseville, based on the Basic Water Management Project's potential to address stormwater management and flooding issues within the City of Roseville, desires to join the petition for the Basic Water Management Project by amendment thereto. NOW, THEREFORE, BE IT RESOLVED, the City Council expresses its intent to amend the petition for the New Brighton/St. Anthony Basic Water Management Project, Rice Creek Watershed District Project 2013-01, to allow implementation of Minor Lake and Hansen Park project components without delay, to acknowledge the allocation of local project costs for the Minor Lake and Hansen Park project components as indicated above, to allow proceeding to project phases 2 & 3, concurrently, for other project components under the petition, and to consent to the addition of the City of Roseville as an additional petitioner for the Basic Water Management Project; and, FURTHER, They City Council directs staff to coordinate access to Minor Lake for the Watershed District so that the Watershed District may conduct necessary surveys, investigations necessary for the development of project plans and specifications and for project construction; and, FURTHER, The City Council directs staff to cooperate with the Watershed District to provide necessary access, construction easements on City property and other conveniences for the work that are within the City's control; and, FURTHER, The City Council hereby approves the attached amendment to the petition for the New Brighton/St. Anthony Basic Water Management Project, Rice Creek Watershed District Project 2013-01.
