Mirror Lake and Hansen Park project components of the petitioned Basic Water <br />Management Project; and, <br />WHEREAS, the Watershed District has determined that the regional water quality, stormwater <br />and flood management benefits created by implementation of the project <br />components justify the use of District derived funds to pay 100% of the cost to <br />implement the Minor Lake and Hansen Park project components of the petitioned <br />Basic Water Management Project, without allocation to the project petitioners; <br />and, <br />WHEREAS, to facilitate the planning of the Minor Lake project component, the Watershed <br />District will need access to the project site for the purpose of performing surveys, <br />investigations necessary for the development of project plans and specifications <br />and for project construction; and, <br />WHEREAS, to facilitate implementation of the Minor Lake project component, the City will <br />work cooperatively with the Watershed District to provide necessary access, <br />construction easements on City property and other conveniences for the work that <br />are within the City's control; and, <br />WHEREAS, the City of Roseville, based on the Basic Water Management Project's potential <br />to address stormwater management and flooding issues within the City of <br />Roseville, desires to join the petition for the Basic Water Management Project by <br />amendment thereto. <br />NOW, THEREFORE, BE IT RESOLVED, the City Council expresses its intent to amend the <br />petition for the New Brighton/St. Anthony Basic Water Management Project, Rice Creek <br />Watershed District Project 2013-01, to allow implementation of Minor Lake and Hansen Park <br />project components without delay, to acknowledge the allocation of local project costs for the <br />Minor Lake and Hansen Park project components as indicated above, to allow proceeding to <br />project phases 2 & 3, concurrently, for other project components under the petition, and to <br />consent to the addition of the City of Roseville as an additional petitioner for the Basic Water <br />Management Project; and, <br />FURTHER, They City Council directs staff to coordinate access to Minor Lake for the <br />Watershed District so that the Watershed District may conduct necessary surveys, investigations <br />necessary for the development of project plans and specifications and for project construction; <br />and, <br />FURTHER, The City Council directs staff to cooperate with the Watershed District to provide <br />necessary access, construction easements on City property and other conveniences for the work <br />that are within the City's control; and, <br />FURTHER, The City Council hereby approves the attached amendment to the petition for the <br />New Brighton/St. Anthony Basic Water Management Project, Rice Creek Watershed District <br />Project 2013-01. <br />
