CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 14-049 <br />RESOLUTION AUTHORIZING MEMBERSHIP IN THE SUBURBAN RATE <br />AUTHORITY, A JOINT POWERS ORGANIZATION UNDER MINNESOTA <br />STATUTES, § 471.59, AUTHORIZING EXECUTION OF THE AMENDED <br />JOINT AND COOPERATIVE AGREEMENT AND APPOINTING JAY <br />HARTMAN AND MARK CASEY AS DIRECTOR AND ALTERNATE, <br />RESPECTIVELY, TO THE SUBURBAN RATE AUTHORITY BOARD. <br />WHEREAS, the City of St. Anthony Village, Minnesota is authorized by <br />Minnesota Statutes, § 471.59 to enter into joint and cooperative agreements with other <br />governmental units; <br />WHEREAS, the City Council has determined that it is in the best interests of the <br />City and its gas, electric and telecommunications ratepayers for the City to become a <br />member of the Suburban Rate Authority, a joint powers organization, consisting of 28 <br />Twin Cities suburban municipalities totaling over 800,000 in population that intervenes <br />in utility matters before the Minnesota Public Utilities Commission, and monitors utility <br />rates and other utility issues on behalf of its members and their ratepayers; <br />WHEREAS, the Suburban Rate Authority has existed in present form since 1975 <br />and has a long history of successfully acting on behalf of Twin City suburbs and <br />suburban ratepayers; and that, therefore, the City's active participation in the Suburban <br />Rate Authority will help maintain that representation and keep the City apprised of <br />important issues in utility regulation and matters affecting City residents and businesses <br />who pay gas, electric and telecommunications utility rates and receive utility services <br />regulated by the Public Utilities Commission. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of St. Anthony <br />Village, Minnesota as follows: <br />1. The Mayor and City Manager are authorized and directed to execute the <br />attached Amended Joint and Cooperative Agreement providing for membership of the <br />City in the Suburban Rate Authority, effective upon execution. <br />2. In accordance with the provisions of the Agreement, the Council hereby <br />designates Jay Hartman, as director to the SRA Board and Mark Casey as the alternate <br />director to the Board. <br />3. The City Clerk is directed to provide a copy of this resolution and the <br />executed Amended Joint and Cooperative Agreement to the SRA Board. <br />
