Background The Applicant wishes to install a stationary electronic sign for the display of gas prices at the St. Anthony Mobil store located at 2801 Kenzie Terrace as shown in Exhibit B: Applicant's Application, Chapter 155.22.B.20: Prohibited Signs of the Zoning Ordinance states that the following signs are prohibited: "Electronic message signs. Electronic message or changeable copy signs except public service signs in the Recreational Open Space District located on property that is owned by the city or Independent School District No. 282." Requests to modify this language in the Zoning Ordinance to allow electronic message signs have been received and heard in the past, but have historically been denied by the City Council. Specifically, in 2006, the Applicant's presented the same request before the City Council which was denied.
