Background <br />The Applicant wishes to install a double sided electronic sign in front of the St. Charles Borromeo <br />Catholic School located at 2739 Stinson Boulevard (2420 St. Anthony Boulevard per Hennepin <br />County Recorder's Office) as shown in Exhibit B: Applicant's Application. <br />Chapter 1S5.22.B.20: Prohibited Signs of the Zoning Ordinance states that the following signs are <br />prohibited: "Electronic message signs. Electronic message or changeable copy signs except public <br />service signs in the Recreational Open Space District located on property that is owned by the city or <br />Independent School District No. 282." <br />Requests to modify this language in the Zoning Ordinance to allow electronic message signs have <br />been received and heard in the past, but have historically been denied by the City Council. <br />
