December 3-7 <br />10 Councilmember Makowske indicated she perceived this conference had been <br />11 only 50% as good as the San Antonio League convention because there <br />12 weren't as many good workshops this time. However, she said she found <br />13 the workshops on "Volunteerism" and "Beautification" to be excellent. <br />14 The one on "Beautification" had shown how well beautification works to <br />15 upgrade communities like Kansas City and Gary, Indiana, the <br />16 Councilmember She indicated she would be distributing the brochures and <br />17 literature which illustrated that point. Councilmember Makowske said <br />18 since she had returned she had been even more aware of the need for <br />19 improvements in St. Anthony, especially at locations like the one on <br />'0 29th Avenue "with all the junk and cars in front yard." Mr. Childs <br />said he understood the owner of that residence would be cited by the <br />22 police that week. <br />23 Councilmember Makowske said she had found the ways other cities use <br />24 volunteers to do work the cities have to pay to get done to be most <br />25 interesting, although that seminar had emphasized the importance of <br />26 having a staff person assigned to directly oversee any such program. <br />27 The Councilmember perceived a potential for using senior citizens who <br />28 have expertise in many fields and want to continue to be active <br />29 recognizing at the same time that it would be hard to prepare a budget <br />30 based on such potentialities. <br />31 The Councilmember reported she and Councilmember Ranallo had both served <br />32 on the Human Development Committee with the latter being a member of the <br />33 Steering Committee while she had only been a committee person. She <br />34 reported that in spite of objections from FAIR, one of the resolutions <br />35 that committee had passed had supported legislative efforts requiring <br />36 benefit packages to include six months parental leave which included <br />37 cities as well as businesses. <br />38 Councilmember Makowske indicated her concern that the City might have <br />39 to deal with the issue someday where it would be very hard economically <br />40 for the City to hold jobs open for an employee for six months or more <br />41 during parental leave. <br />12 <br />
