*although there had been six companies who had paid $30.00 deposits <br />for the plans, and he had expected at least three of these to bid, only <br />3 NewMech had submitted the above bid September 21st; <br />4 *the size of the project and the fact that it requires subcontracting <br />5 specialties like mechanical and electrical might have resulted in some <br />6 disinterest on the part of other contractors; <br />7 *besides advertising for bids in the Bulletin, the project was also <br />8 advertised in the Construction Bulletin; <br />9 <br />10 *The engineers estimate of $175,000.00 for the lift station alone was <br />11 based on the study the City had done over a year ago and was not <br />12 revealed to the bidders; <br />13 *NewMech did not know they were only bidding against themselves and <br />14 bid $171,400.00 to construct the lift station and $18,300.00 for the <br />15 meter vault which will be a Metropolitan Waste Control Commission <br />16 facility for which the MWCC would be reimbursing the City; <br />17 *the vault cost, which MWCC had added to by redesigning their project, <br />18 had been added to the contract because the meter would not be put into <br />19 the vault right away and the City would have to provide service in the <br />20 interim. <br />21 Mr. Newquist reiterated that his firm had received very satisfactory <br />references for NewMech from the Minnesota Pollution Control Agency for <br />z3 whom they are constructing several projects right now as well as from <br />24 other companies who have found the contractor to be "both experienced <br />25 and qualified for this type of work." Mr. Childs indicated staff was <br />26 familiar with NewMech's qualifications through the subcontracting work <br />27 they had done on the carbon system. The engineer also told the Council <br />28 that as of that date, the MPGA had not yet issued a permit for the <br />29 project and he was therefore recommending their award be made contingent <br />30 upon that permit being issued. <br />31 Council Action <br />32 Motion by Ranallo, seconded by Marks to award the contract for the Foss <br />33 Road Lift Station Replacement Project to NewMech Companies. Inc. for <br />34 $189,700.00 to cover the costs of replacing the lift station and <br />35 providing a new vault for the MWCC meter, contingent upon receipt of <br />36 the MPCA permit to do the project. <br />37 Motion carried unanimousl <br />38 PUBLIC HEARINGS <br />39 At 8:00 P.M. the Mayor opened the public hearing to consider a <br />40 resolution of intent to organize the collection of solid waste within <br />5 <br />
