1 *this year's tax bill would hold down property taxes by about
2 $200,000,000 over what they would have been without those changes;
3 *The $53,000,000 one time payment to cities who have been spending
4 the most was intended to make up for the impact the law would have
5 on them later on.
6 Mr. Childs told the legislator what troubled him most about the bill
7 was that the City of St. Anthony, which has been a low taxing city,
8 is penalized because the formula is based on the total mill rate,
9 which includes one of the highest taxing school districts and
10 counties.
11 Councilmember Marks told Senator Marty the suburbs perceive the
12 larger cities like Minneapolis and St. Paul have formed a "power
13 block" which the suburbs, because of different problems, find hard to
14 coordinate against. He said cities like St. Anthony who are willing
15 to pay more for better quality schooling for its children are also
16 "put at loggerheads" with outstate communities who don't spend that
17 much.
18 Mayor Sundland indicated that was why he perceived it was incumbent
19 upon the City's representatives to make a distinction between the
20 school district's and City's spending in the tax package.
21 Senator Marty indicated he agreed that the larger cities had more
22 "clout" because they were able to put more lobbyists over at the
23 capitol and he promised to look further into the question of the long
24 term impact of splitting school rates from the City's and to consider
25 at least raising that question the next time tax legislation is
26 proposed.
27 Councilmember Marks suggested fair distribution of tax increment
28 financing was another issue which the legislator could keep his eye
29 on for the suburbs.
30 Legislation having to do with obscenity and the state's role in
31 solving St. Anthony's water contamination problems were discussed
32 briefly before Senator Marty was thanked for coming and left the
33 meeting.
34 MAY 24, 1988 COUNCIL MINUTES
35 Motion by Marks, seconded by Enrooth to approve the above with the
36 following changes:
37 Page 7, line 22: Substitute "be invited" for "had requested".
38 Page 9, lines
39 16 & 17: Substitute "the government doesn't provide water
40 for its residents which instead is provided by
2
