City Council Regular Meeting Minutes <br />November 10, 2014 <br />Page 3 <br />1 produces a breakeven operating model for the sewer operations. The MCES 2015 rate <br />2 notification also alluded to future rate increases in treatment costs being higher than 4%. The <br />3 revision in rates would be expected to generate $45,666 in additional revenues (assuming 2015 <br />4 first quarter water usage was similar to the first quarter in 2014). <br />6 Ms. Ruechert reviewed the stormwater rates stating the approach to Stormwater rates in 2012 <br />7 was the same used for the water and sewer. The recommended 2015 rate per Quarter is $14.40 or <br />8 a thirty-five cent increase. This represents a 2.49% increase in rate and would be expected to <br />9 generate $4,788 in additional revenues (assuming no new construction). <br />10 <br />11 Notice of a public hearing was sent to solicit public response to the Ordinance Amendments for <br />12 Sections §33.015 Sewer Charges to Owner, §33.036 Water Charges to Owner; §33.040 Fire <br />13 Control Devices; and §33.090 Charges for storm water facilities. <br />14 <br />15 Councilmember Jenson asked what is driving the need for the rate increases. Ms. Ruechert stated <br />16 the Met Council is raising the City's rates and with these increases the City should now be able <br />17 to cover the costs for the increased Met Council rates. <br />18 <br />19 Councilmember Stille stated a goal is to make the system self-sufficient. <br />20 <br />21 There being no additional public input, Mayor Faust closed the public hearing at 7:52 p.m. <br />22 <br />23 Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve First Reading <br />24 of Ordinance 2014-06; an Ordinance Amending Sections §33.015 Sewer Charges to Owner, <br />25 §33.036 Water Charges to Owner; §33.040 Fire Control Devices; and §33.090 Charges for storm <br />26 water facilities. <br />27 <br />28 Motion carried unanimously. <br />29 <br />30 V. REPORTS FROM COMMISSION AND STAFF. — NONE <br />31 <br />32 VI. GENERAL BUSINESS OF COUNCIL. <br />33 <br />34 A. Ordinance 2014-04; an ordinance amending Sections $32.04, §32.05, &32.07, 02.24 and <br />35 §32.26, Related to the Planning Commission and the Park Commissions. <br />36 <br />37 City Manager Mark Casey reviewed this ordinance amendment amends the compensation for the <br />38 Planning and Parks Commission as well as changes the by-laws of the bodies to allow the City <br />39 Council the authority to appoint the Chair and Vice Chair. This ordinance would be effective <br />40 January 1, 2015. This is the final reading for Ordinance 2014-04. Upon approval, it will be <br />41 published in the November 19, 2014 edition of the Bulletin. <br />42 <br />43 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Ordinance <br />44 2014-04, an ordinance amending Sections §32.04, §32.05, §32.07, §32.24 and §32.26, Related to <br />45 the Planning Commission and the Park Commissions. <br />46 <br />
