CITY OF ST. ANTHONY <br />PLANNING BOARD MINUTES <br />December 21, 1976 <br />The meeting was called to order at 7:40 P.M. by Chairman Bowerman. <br />Present at roll call: Bowerman, Hiebel, Johnson, Cowan and Marks. <br />Absent: Letourneau, Rymarchick <br />Also present: Fornell, Administrative Assistant <br />Motion by Hiebel, seconded by Cowan to approve the November 16, <br />1976 minutes. <br />Marks requested that the typo in paragraph four be corrected from <br />"mroe" to "more". <br />Motion by Hiebel, seconded by Cowan to approve the November 16, <br />1976 minutes as amended. <br />Howard Dahlgren, consulting planner, then made a presentation on <br />sign regulations, the evolution of sign regulations, and trends in <br />sign control. <br />Cowan and Hiebel asked about nonconforming signs and how they could <br />be brought into conformance. Mr. Dahlgren cited the experience of <br />several communities. <br />Marks asked about the proper procedure in controlling signs. Mr. <br />Dahlgren said that there are basically four stages: (1) research <br />on the City, (2) goal definition, (3) plans to carry out objectives <br />and (4) the legal -mechanistic tools to achieve the plans. <br />Kraig Loftquist of Naegele Outdoor Advertising, Inc., spoke briefly <br />on the sign industry's perspective and indicated a willingness to <br />reappear in the future to discuss the matter in greater depth. <br />Fornell was requested to arrange for him to speak at the January <br />meeting. <br />Mr. Dahlgren then discussed the Metropolitan Land Planning Act and <br />its impact on governmental bodies in the metro region. Several <br />questions were asked by Board members. <br />Wil Johnson felt that Mr. Dahlgren's expertise would be of value in <br />the Kenzie Terrace redevelopment study and requested that staff <br />contact Mr. Dahlgren about a meeting to discuss the services he could <br />offer. Johnson also requested additional information from staff on <br />the impact of the Act on St. Anthony. <br />
