He stated an <br />2 advertisement announcing the vacancy could run in the Bulletin on January 2151 and 28tH <br />4 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 15- <br />5 013; a Resolution Accepting Resignation and Declaring a Vacancy of a Seat on the City Council. <br />6 <br />7 Motion carried 4-0. <br />9 It was the consensus of the City Council to direct staff to advertise the vacancy on the City <br />10 Council in the Bulletin on January 2151 and 28'n and to interview candidates and appoint someone <br />11 to fill the vacancy at a later date. <br />12 <br />13 Mayor Faust thanked Councilmember Roth for his seven years of dedicated service. <br />14 <br />15 Councilmember Jenson thanked Councilmember Roth for his service. <br />16 <br />17 Councilmember Gray thanked Councilmember Roth for his service and stated he will be missed. <br />18 <br />19 Councilmember Stille thanked Councilmember Roth for his service. <br />20 <br />21 C. Quarterly Goals Update. Mark Casey, City Manager, presenting. <br />22 <br />23 City Manager Casey presented the fourth quarter update and advised that the City Council <br />24 received a presentation at its December 23`d meeting regarding the effect of tiered water rates on <br />25 conservation and the data validated the effects of the City's strategic projects and how that <br />26 impacts I&I. He stated that the City is constructing a municipal fiber optic network and Phase 1 <br />27 of the project is complete and staff is now working on connecting the City's assets along with <br />28 connection to the Metro iNet. He reported that staff has worked with the Humphrey School of <br />29 Public Affairs on a project that produced options for the City on a variety of community <br />30 engagement projects and these tools will serve as a base for improving the City's efforts to <br />31 engage residents. He stated that the City has worked on its Sources and Uses document and <br />32 reviewed some of the City's expenses and revenues through 2031 and this will help the City plan <br />33 into the future and prioritize expenditures. He advised the City added a couple of cooperative <br />34 partners in 2014 and conducted a tech dump recycling event. <br />35 <br />36 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />37 <br />38 City Manager Casey presented a map of the City before and after the implementation of <br />39 organized collection and stated that organized collection will begin April 15` and the City will be <br />40 split into three zones and the collectors will stay in their contracted zones. He indicated that <br />41 further information would be forthcoming in the newsletter, in utility bills, and a mailer to all <br />42 residents. He added that residents can also call City Hall with any questions. He also expressed <br />43 thanks on behalf of all the City employees to Councilmember Roth for his service. <br />44 <br />45 Councilmember Gray reported on his attendance at the December 30 strategic planning <br />46 committee meeting for the North Suburban Communications Commission. He also reported on <br />47 his attendance at the January 8 1 North Suburban Communications Commission meeting. <br />48 <br />
