City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />December 1, 2014 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Jan Jenson, Councilmember; Hal Gray, Councilmember; Randy Stille, <br />Councilmember and Jim Roth, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager and Shelly Rueckert, Finance Director <br />Consultants: <br />Todd Hubmer, City Engineer <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />Highway Safety Improvement Program (HSIP): <br />Hubmer presented several aerials of the proposed project area. Hubmer stated there is an aging water main <br />underneath the proposed sidewalk on Stinson. Council wants to see a standard practice on not using turf when the <br />distance between the curb and sidewalk is too narrow. Staff will review alternative options for Stinson and bring <br />back to a future meeting. <br />Belden Flooding Issue: <br />Hubmer presented a memo of a drainage issue at 3302 Belden that also impacts 3200 Belden. Hubmer explained <br />the east side of the property will be addressed this summer with change in the driveway height and landscaping. <br />On the west side, the retaining wall is failing. By consensus of the Mayor and Council, staff was directed to work <br />with the homeowners of a cost sharing solution to repair the damaged retaining wall. <br />Commission Interviews: <br />Parks —Matthew Weide and Roy Quady were interviewed. By consensus of the Mayor and Council, Quady was <br />selected. Also by consensus of the Mayor and Council, Scott Bentz was selected chair and Erin Jordahl Redlin was <br />selected vice -chair, effective 1-1-2015. <br />Planning—James Gondorchin, Michael Overman, Robert Foster and Elizabeth Tanner were interviewed. By <br />consensus of the Mayor and Council, Gondorchin and Foster were selected. Also by consensus of the Mayor and <br />Council, Erica Crone was selected chair and Dan Bartel was selected vice -chair. <br />Capital Sources & Uses (Buckets): <br />Staff presented a document with the sources and uses of the following areas through 2031: buildings, equipment, <br />parks, public utilities & infrastructure, storm water and streets. Staff discuss this document it helps establish the <br />bedrock of needs and potential sources of funding. The document will serve as a road map and assist the Mayor, <br />Council and staff speak a common language. <br />Transfers/Fund Closures: <br />Staff presented a draft Resolution outlining the proposed 2014 transfers and fund closures. The list is not <br />additional money being spent, but the funds in their proper locations per auditor recommendations. <br />
