He also asked about any financial <br />3 impact to the City for the appraisals. <br />4 <br />5 City Engineer Messner stated the City held open houses and the feedback was generally positive. <br />6 He stated that all appraisal costs are borne by the project itself and are included in the grant. <br />7 <br />8 City Manager Casey advised that there was some concern about the sidewalk location and some <br />9 concern about mailboxes, but overall residents are happy they are not being assessed for the <br />10 sidewalk and appreciated the added walkability especially on the east side of Silver Lake Road. <br />11 <br />12 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 15- <br />13 024; a Resolution Authorizing Appraisals for Easement Acquisitions for 2016 Highway Safety <br />14 Improvement Program. <br />15 <br />16 Motion carried unanimously. <br />17 <br />18 B. Ordinance 2015-02; an Interim Ordinance Prohibiting Medical Cannabis Manufacturers <br />19 and Cannabis Facilities. Mark Casey City Manager, presenting. <br />20 <br />21 City Manager Casey explained that cities are allowed to adopt moratoriums for the purpose of <br />22 protecting the planning process and the health, safety and welfare of its citizens and given the <br />23 unique characteristics of this use it is recommend that the City Council adopt a moratorium so <br />24 the issue can be properly studied and determine if the ordinances need to be amended. He added <br />25 that during the moratorium, any applications related to medical marijuana manufacturing and <br />26 distribution facilities shall not be accepted. <br />27 <br />28 Motion by Councilmember Jenson, seconded by Councilmember Stille, to adopt Ordinance <br />29 2015-02; an Interim Ordinance Prohibiting Medical Cannabis Manufacturers and Cannabis <br />30 Facilities. <br />31 <br />32 Motion carried unanimously. <br />33 <br />34 C. St. Anthony Finance Department Annual ReportShelly RueckertFinance Director, <br />35 presenting. <br />36 <br />37 Finance Director Rueckert presented the 2014 Finance Department annual report and reviewed <br />38 the Finance Department's mission statement and core accounting functions. She stated that in <br />39 2014 the Finance Department processed 9,400 utility bills, had 166 new residents added to the <br />40 system, and processed 1,500 utility bills for the City of Birchwood Village. She stated in 2014 <br />41 the Finance Department reviewed the impact of tiered water rates that demonstrated average <br />42 water usage is down 15% since 2008. She stated the Finance Department also reviewed the <br />43 street reconstruction program and the impact on inflow and infiltration and this program has <br />44 helped reduce water infiltration and wastewater flows. She reported the City conducted a <br />45 comprehensive review of its capital funds in order to document all equipment used, estimated <br />46 useful life of the equipment, and subsequent replacement cost and this provided the City with a <br />47 clear picture of its short and long term capital equipment needs to ensure departments are <br />48 properly equipped to maintain City services.
