He also asked about any financial 3 impact to the City for the appraisals. 4 5 City Engineer Messner stated the City held open houses and the feedback was generally positive. 6 He stated that all appraisal costs are borne by the project itself and are included in the grant. 7 8 City Manager Casey advised that there was some concern about the sidewalk location and some 9 concern about mailboxes, but overall residents are happy they are not being assessed for the 10 sidewalk and appreciated the added walkability especially on the east side of Silver Lake Road. 11 12 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 15- 13 024; a Resolution Authorizing Appraisals for Easement Acquisitions for 2016 Highway Safety 14 Improvement Program. 15 16 Motion carried unanimously. 17 18 B. Ordinance 2015-02; an Interim Ordinance Prohibiting Medical Cannabis Manufacturers 19 and Cannabis Facilities. Mark Casey City Manager, presenting. 20 21 City Manager Casey explained that cities are allowed to adopt moratoriums for the purpose of 22 protecting the planning process and the health, safety and welfare of its citizens and given the 23 unique characteristics of this use it is recommend that the City Council adopt a moratorium so 24 the issue can be properly studied and determine if the ordinances need to be amended. He added 25 that during the moratorium, any applications related to medical marijuana manufacturing and 26 distribution facilities shall not be accepted. 27 28 Motion by Councilmember Jenson, seconded by Councilmember Stille, to adopt Ordinance 29 2015-02; an Interim Ordinance Prohibiting Medical Cannabis Manufacturers and Cannabis 30 Facilities. 31 32 Motion carried unanimously. 33 34 C. St. Anthony Finance Department Annual ReportShelly RueckertFinance Director, 35 presenting. 36 37 Finance Director Rueckert presented the 2014 Finance Department annual report and reviewed 38 the Finance Department's mission statement and core accounting functions. She stated that in 39 2014 the Finance Department processed 9,400 utility bills, had 166 new residents added to the 40 system, and processed 1,500 utility bills for the City of Birchwood Village. She stated in 2014 41 the Finance Department reviewed the impact of tiered water rates that demonstrated average 42 water usage is down 15% since 2008. She stated the Finance Department also reviewed the 43 street reconstruction program and the impact on inflow and infiltration and this program has 44 helped reduce water infiltration and wastewater flows. She reported the City conducted a 45 comprehensive review of its capital funds in order to document all equipment used, estimated 46 useful life of the equipment, and subsequent replacement cost and this provided the City with a 47 clear picture of its short and long term capital equipment needs to ensure departments are 48 properly equipped to maintain City services. She stated the Finance Department provides 3
