The Highway Safety Improvement Program grants are federal funds that require the City to prepare a right-of-way certification prior to bidding of the proposed project. This requires that the City identify the required easements, conduct appraisals in accordance with federal regulations, and secure right-of-way and temporary easements as necessary to facilitate the improvements at the intersections and for the sidewalk improvements on 371h Avenue and Stinson Blvd. prior to construction. In an effort to facilitate this process and to ensure that right-of-way is secured by the bid dates in late fall and winter of 2015, we are requesting the Council authorize the appraisals and preparation of the offers for right-of-way acquisition associated with this project. Following completion of the appraisals and offers, we will review them with the Council for authorization prior to presenting the offers to the property owners.
