MEMORANDUM <br />To: <br />From: <br />Date: <br />WSB Project No. <br />Request: <br />OVERVIEW <br />Honorable Mayor and City Council Members <br />Mark Casey, City Manager <br />Kelsey Johnson, AICP, City Planner <br />November 25, 2014 <br />City Council Regular Meeting for December 9, 2014 <br />02170-090 <br />An Amendment to Chapter 155 of the Saint Anthony Village City Code <br />Relating to Dynamic Display Signage <br />It is beneficial to review sections of the City Code on a regular basis in order to identify potential issues <br />before they are found through a request or land use application. In addition, it ensures that the City <br />Code is reflective of what is desired for the community. <br />Dynamic display signs are currently permitted in the ROS -Recreation Open Space Zoning Districts only. <br />These types of signs are prohibited in all other locations throughout the City. <br />In 2008, the Sign Code was reviewed and updated based on the findings, purpose and intent and effects <br />outlined in the current Chapter 155 of the City Code. Over the past several years, the Planning <br />Commission and City Council have reviewed requests to allow dynamic display signs in a variety of <br />zoning districts. <br />At the July 8, 2014 regular meeting of the City Council , the Council directed staff to study allowing <br />dynamic display signs throughout the community. Staff prepared a DRAFT amendment to the Sign Code <br />relating to Dynamic Display Signs and held two work sessions with the Planning Commission to review <br />and discuss the proposed language on August 25, 2014 and September 22, 2014 and two additional <br />work sessions with the City Council on September 30, 2014 and November 3, 2014. <br />The Planning Commission held a public hearing on November 24, 2014 and recommended approval of <br />the Dynamic Display Signage Ordinance with a vote of 4-1. <br />107
