December 17, 2010 <br />Honorable Mayor and City Council <br />City of St. Anthony, Minnesota <br />Dear Mayor and Councilmembers <br />RE: Management Letter <br />Herein, I submit for City Council consideration is the 2011 General Operating Budget. <br />Included in this document are the 2011 budgets for the General Fund, the 5 -Year Capital <br />Equipment Plan and other budgets such as Water/Sewer and Liquor Operations. <br />Also, included in this document are the goals that were set by the Mayor, City Council <br />and Staff and the policy document (Financial Management Plan) which were previously <br />reviewed and adopted by the City Council, as part of the budgeting text. <br />Staff's goal is to provide our community with strong, quality services for Police, Fire, <br />Parks, and Public Works in the most cost effective and efficient way possible. <br />In preparing the 2011 budget, Staff continued its mission to maintain the existing level of <br />City services and programs with the use of financially conservative budgeting. Overall, <br />the proposed 2011 General Operating Budget represents an increase of $194,600 over last <br />year's budgeted amount. <br />General Operating Fund <br />For year 2011, Staff is proposing a General Operating Budget in the amount of <br />$5,478,000, compared to last year's budget of $5,283,400, reflecting a 3.68% increase <br />from 2010. Overall, the personal services portion of the Budget continues to be the <br />largest segment comprising 74.5% of the General Fund Operating Budget. <br />The increase in the 2011 Operating Budget reflects a 1.5% increase in salaries for Fire <br />and Non -Union employees and a 2.0% increase in salaries for Police and Public Works. <br />In addition, the employer health insurance contribution for family coverage will increase <br />$100.00 per month for all three unions and non-union employees. <br />Infrastructure Improvements <br />During the past few years there has been significant reconstruction of City streets, <br />sidewalks, the storm water system, reconstruction of Silver Lake Village and our park <br />infrastructures. <br />The 2010 road project was a cooperative effort between St. Anthony, New Brighton and <br />Roseville. The improvements included street and utility reconstruction of Silver Lane <br />from Silver Lake Road to 16`x' Avenue SW. It also includes a bituminous mill and <br />overlay for Old Highway 8 (Highway 88 to 33`d Avenue NE) and sidewalk and lighting <br />improvements (Silver Lane from Stinson Boulevard to 16°i Avenue SW). <br />
