LEVY <br />(1) Verb: To impose taxes, special assessments, or service charges for the support of <br />government activities. <br />(2) Noun: The total amount of taxes, special assessments, or service charges imposed <br />by government. <br />Local Government AID (LGA) <br />Intergovernmental revenue from the state to municipalities to help fund general <br />expenditures. <br />Net Tax Capacity <br />"Net tax capacity" means the market value of real and personal property multiplied by its <br />net tax capacity rates. <br />Operating Transfers: <br />Legally authorized transfers from a fund receiving revenue to the fund through which the <br />resources are to be expended. <br />Pavement Management Program <br />A systematic plan to reconstruct substandard residential streets. Streets are upgraded <br />by neighborhood based on street condition. Thirty-five percent of the reconstruction <br />costs are financed through a special assessment of the adjacent properties. The <br />remaining sixty-five percent is financed through public improvement bonds. <br />Police Department <br />The department of the City of St. Anthony that is responsible for protection of life and <br />property. The department is made up of sworn officers, support staff, community service <br />officers, and a reserve unit comprised of volunteer citizens. <br />Police Reserve Program <br />A volunteer group of all ages that assists police officers in many aspects of police work <br />such as traffic control, crowd control, patrolling, etc. Since they are not sworn officers, <br />they cannot make arrests. <br />Proprietary Funds <br />Funds that are used to account for a government's activities that are similar to those <br />found in the private sector. Proprietary funds include all enterprise, liquor operations <br />and community center. <br />Public Works Department <br />The department of the City of St. Anthony that provides for the construction and <br />maintenance of public facilities and the provision of utility services, such as water, <br />sewer, and recycling. Operations performed by the Public Works Department include: <br />• All construction activities related to the design and construction of physical facilities <br />in the City including preparation of plans, supervision and inspection. <br />Public Works (Continued) <br />• Maintenance of streets, including sweeping, traffic signs, signal maintenance, <br />patching, snow removal and storm sewer maintenance. Operation, maintenance and <br />repairs of all water mains and sanitary sewer mains within the City. <br />132 <br />
