City Council Regular Meeting Minutes <br />April 14, 2015 <br />Page 2 <br />1 <br />City Manager Casey presented the request to keep four female chickens and introduced the 2 <br />applicant, Laurie Parker. 3 <br />4 <br />Ms. Parker noted that the correct address of their property is 3625 Belden. She stated they would 5 <br />like to have a backyard pen and their yard offers a private place to put the pen so it will be 6 <br />sheltered from the neighbors. She added they have discussed this with their neighbors. 7 <br />8 <br />Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution 9 <br />15-032; a Resolution to Approve a Request to Keep Four (4) Female Chickens in an R-1 Zoning 10 <br />District at 3625 Belden Drive NE. 11 <br />Motion carried unanimously. 12 <br />13 <br />B. Open to Business. Rob Smolund presenting. 14 <br />15 <br />16 Mr. Rob Smolund introduced Mr. Nick Lowry of Brand Ink and stated Mr. Lowry is an Open to <br />Business client and has been in business for approximately five years. 17 <br />18 <br />Mr. Nick Lowry from Brand Ink, 2512 Kenzie Terrace, stated Open to Business has been 19 <br />tremendously helpful in assisting him with his business plan and he has received a fair amount of 20 <br />business from other Open to Business clients. He stated the Open to Business helped him get 21 <br />where he is now with six employees and Brand Ink offers a variety of marketing services. 22 <br />23 <br />Mayor Faust thanked Mr. Lowry for taking the time to speak to the City Council and offer his 24 <br />testimonial about the Open to Business program. 25 <br />26 <br />Mr. Smolund stated that Open to Business was started to enable cities and counties to expand 27 <br />their economic development efforts by providing a complete array of services to entrepreneurs 28 <br />and Open to Business is currently operating in 67 communities. He stated Open to Business 29 <br />offers business consulting services such as business feasibility analysis, cash flow management, 30 <br />loan packaging, and strategic planning. He discussed the financing programs available through 31 <br />Open to Business including micro loans, participated loans, real estate gap financing, and 32 <br />permanent acquisition financing and provided several examples of financing provided to local 33 <br />businesses. He advised that in 2014, Open to Business assisted 580 entrepreneurs and provided 34 <br />57 direct loans totaling $1.65 million and 395 jobs were created or retained from Open to 35 <br />Business clients. He stated that Open to Business worked with ten clients in St. Anthony during 36 <br />2014 and provided technical assistance such as real estate analysis, strategic planning, lease 37 <br />review, and cash flow analysis. He stated Open to Business looks forward to 2015 and 38 <br />encouraged entrepreneurs to contact him. 39 <br />40 <br />Mayor Faust thanked Mr. Smolund on behalf of the City Council and the community and stated 41 <br />the Open to Business program has been a great investment by the City. 42 <br />43 <br />VII.
