1 <br />  <br />JOINT POWERS AGREEMENT <br />BETWEEN RAMSEY COUNTY, HENNEPIN COUNTY <br />AND THE CITY OF SAINT ANTHONY FOR THE USE OF VOTING SYSTEMS <br /> <br /> <br />This Agreement is entered into by Ramsey County, Hennepin County and the City of Saint Anthony <br />(“City”), all political subdivisions of the State of Minnesota. <br /> <br /> <br />I. PURPOSE <br /> <br />The purpose of this Agreement is to establish the rights and obligations of Ramsey County, Hennepin <br />County and the City to obtain and operate voting systems, manage polling place operations, and <br />administer absentee voting in the portion of the City located in Hennepin County. <br /> <br /> <br />II. RAMSEY COUNTY’S DUTIES AND OBLIGATIONS <br /> <br />A. Ramsey County shall perform all necessary ballot software programming, ballot printing, <br />voting system programming, and preliminary testing of materials. <br /> B. All domestic absentee ballot applications will be processed and mailed out by Ramsey <br /> County. All domestic absentee ballots will be accepted or rejected, processed and counted <br /> by Ramsey County. <br /> C. Ramsey County will secure and store all voted ballots after each election. If a manual <br /> recount is required, Ramsey County will deliver the ballots to Hennepin County <br /> and Hennepin County will conduct the recount. The parties agree to cooperate in <br /> allocating responsibility for any extraordinary activities, equipment, and/or supplies <br /> related to a recount, which are not covered by this Agreement. <br /> <br /> D. Ramsey County will provide the necessary forms to record the statistics required to <br /> conduct the canvass for state, county and municipal elections. <br /> <br /> <br />III. HENNEPIN COUNTY’S DUTIES AND OBLIGATIONS <br /> <br />A. Ballot base rotation and layout production will be created by Hennepin County. Ballot <br />approval will be done by Hennepin County, and the electronic file of the ballot and/or a <br />hard copy of the ballot will be transmitted to Ramsey County. <br /> B. Hennepin County will print or create an electronic file for the polling places and transmit <br /> either the rosters or the appropriate voter data for pollbooks to the City, or, by mutual <br /> consent, authorize Ramsey County to do so. <br /> C.
