<br /> <br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br /> <br />Meeting Date: August 11, 2015 <br /> <br /> <br />Resolution-Authorizing Amendment to Residential Recycling Agreement with Hennepin County <br /> <br /> <br />OVERVIEW: <br /> <br />In front of you this evening is an amendment to the Residential Recycling Agreement with Hennepin <br />County. <br /> <br />Hennepin County distributes all Select Committee on Recycling and the Environment (SCORE) funds <br />to cities for curbside collection of residential recyclables including organics. Hennepin County has a <br />Funding Policy that determines how the grant funds are distributed to cities. <br /> <br />The City of St. Anthony currently has Residential Recycling Agreement with Hennepin County that <br />expires December 31, 2015. The agreement also includes the Hennepin County Residential Recycling <br />Funding Policy. Hennepin County has made the following changes to their Funding Policy: <br /> <br />1. Extend the contract period from December 31, 2015 to December 31, 2016. <br />2. Incorporate State requirements to expend additional SCORE funds on organics recycling. <br />3. Set the terms and conditions for cities that accept organics funding. <br /> <br />The extended contract will now include funding for organics recycling. Currently the City of St. <br />Anthony does not provide a drop off organics program nor do the haulers provide organics pick up for <br />residents. In the future if the City has an organics component in the recycling program we could <br />apply for additional funds to use towards an organics program expenses. <br /> <br />Organized Collection & SCORE Funds <br />The City of St. Anthony is now able to use SCORE funds for recycling capital and operating expenses <br />since the City has adopted Organized Collection. These funds are now being applied towards Clean- <br />Up Day, Newsletter, GreenCorps activities and the City’s recycling administration duties. The City will <br />receive an estimated $18,000 in 2016 in SCORE funds. Prior to implementing Organized Collection, <br />90% of the funds received were required to be credited back to the residents. <br /> <br /> <br /> <br />57
