St. Anthony's General Fund levy for 2009 totals $2,945,511 which represents a 5.31% <br />percent increase from last year's levy. The levied amount in 2009 is the maximum levy <br />allowed by the State Legislature who implemented Levy Limits that are in affect for <br />years 2009, 2010 and 2011. A summary of the 2009 total levy is as follows: <br />Property Tax Levy $2,945,511 (General Fund) <br />Road Improvement Levy $1,059,596 <br />Lease Revenue Bonds/Public Facilities $ 399,536 <br />Tax Abatement (Central/Emerald Park) $ 79,294 <br />PERA Rate Increase Levy $ 7,500 <br />Total $4,491,437 <br />Changes to the levy included a $148,611 increase in the General Fund levy; a $91,565 <br />increase to the Road Improvement Levy; a $5,119 increase to the Lease Revenue Bond/ <br />Public Facilities Levy and the $51,554 increase in the Tax Abatement Levy for Emerald <br />Park. <br />The 2009 average taxable property valuation of the City equals $246,000 (the average <br />taxable valuation decreased by $19,000 from 2008). This reduction in property valuation <br />will shift some of the tax burden away from residential property owners. By combining <br />the factors of the reduction in property valuations, the increase to the levy and the <br />reduction to the levy created by the payoff of the three bonds, the average homeowner in <br />the Village will pay $1,181.02 in their "City Portion" of property taxes. <br />Oil <br />ited Eats yment Purchases - Appropriation = $400,000 <br />Traditionally, revenue for funding capital equipment has come from various sources <br />including: general fund/capital equipment transfers, interest earnings, trade/sale of <br />existing equipment, water/sewer transfers and liquor profits. hz 2009, Council has <br />appropriated $400,000 to fund the Capital Equipment purchases.
