We have presented offers to all of the property owners from whom the City requires temporary or permanent easements. To date, we have signatures from four of the property owners and will be requesting the signatures from the remaining individuals in the upcoming weeks. However, there may be a few owners that may not sign voluntarily and may require condemnation. For these parcels we anticipate filing for condemnation in mid-November, which will allow acquisition of the easements within 90 days, or mid- February. The federal process requires that all properties be in hand and secured and that a Right-of-Way Certificate One be issued prior to the advertisement for bid and bidding of the project. This timeline will allow for the bidding of this project to take place in March of 2016. The filing for condemnation does not stop the negotiation process, but merely puts a time frame on when the negotiations will move from negotiation to condemnation. As we approach the mid- November time frame we will keep you posted on the properties for which the City will be filing condemnation. If you have any questions, please call me at 763-287-7182.
