Hennepin County distributes all Select Committee on <br />Recycling and the Environment (SCORE) funds to cities for curbside collection of residential <br />recyclables including organics. Hennepin County has a Funding Policy that determines how the <br />grant funds are distributed to cities. <br />The City of St. Anthony currently has Residential Recycling Agreement with Hennepin County <br />that expires December 31, 2015. The agreement also includes the Hennepin County Residential <br />Recycling Funding Policy. Hennepin County has made the following changes to their Funding <br />Policy: <br />1. Extend the contract period from December 31, 2015 to December 31, 2016. <br />2. Incorporate State requirements to expend additional SCORE funds on organics recycling. <br />3. Set the terms and conditions for cities that accept organics funding. <br />The extended contract will now include funding for organics recycling. Currently the City of St. <br />Anthony does not provide a drop off organics program nor do the haulers provide organics pick <br />up for residents. In the future if the City has an organics component in the recycling program we <br />could apply for additional funds to use towards an organics program expenses. <br />Organized Collection & SCORE Funds — The City of St. Anthony is now able to use SCORE <br />funds for recycling capital and operating expenses since the City has adopted Organized <br />Collection. These funds are now being applied towards Clean-Up Day, Newsletter, GreenCorps <br />activities and the City's recycling administration duties. The City will receive an estimated <br />$18,000 in 2016 in SCORE funds. Prior to implementing Organized Collection, 90% of the <br />funds received were required to be credited back to the residents. <br />Motion by Councilmember Jenson, seconded by Councilmember Brever, to adopt Resolution 15- <br />050 a Resolution Authorizing an Amendment to the Residential Recycling Agreement with <br />Hennepin County. <br />Motion carried unanimously. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />City Manager Casey reported Night to Unite and Village Fest were held in the past few weeks. <br />He thanked City Staff for their support of these events. <br />Councilmember Gray noted he attended the North Suburban Communications Association <br />Meeting last Wednesday. Questions about Comcast service concerns were addressed. The School <br />District Board Meetings will be on the same channel as the City uses. Mayor Faust asked if the <br />channel guide has been available for a long time. Mr. Casey stated he has just recently seen the <br />channel guide. <br />Councilmember Brever stated she attended the August 1, Work session. She thanked the <br />community for the Night to Unite gatherings. <br />Councilmember Jenson stated he also attended Night to Unite gatherings. <br />
