Housing and Redevelopment Authority Meeting Minutes <br />October 24, 2000 <br />Page 2 <br />I environmental clean-up costs, the prudent way to develop the property is to construct a founda- <br />2 tion system that utilizes pilings. Further work needed to be done, and this is outlined in a letter <br />3 of October 19, 2000 from TOLD Development. In short, Walgreens is asking that the $200,000 <br />4 that has been tentatively set aside for this property be made available. <br />5 Cavanaugh noted that this issue has come before the Planning Commission already, and that dis- <br />h cussion is outlined in the Planning Commission meeting minutes of October 17, 2000. <br />7 Hodson felt that if something is substandard, particularly the soil, that should be reflected in the <br />8 purchase price of the property. Cavanaugh agreed; however, he explained that when a situation <br />9 arises that becomes a permanent impediment to improvements, someone has to step in and get <br />10 the issue resolved in order for improvements to take place. <br />I I Cavanaugh stated he has the impression that this project will not be developed if the TIF money <br />12 is not received. Mr. Kalscheur expressed confidence that neither he nor any other developer <br />13 would touch the property without some sort of assistance because of the environmental <br />�14 conditions. <br />�'f5 Thuesen said one thing he believes the Council should consider. is that some of the questions <br />16 need to be answered, but also that there is life and property south of 33rd Avenue in St. Anthony <br />17 that are in dire need of redevelopment. As the Council considers all of the redevelopment <br />18 possibilities, it needs to determine where the best place is to put the TIF money available. <br />19 Cavanaugh suggested that this issue be given to Staff so that options and some analysis can be <br />20 given to the Council. Cavanaugh noted that it seems to be a great project and that he is <br />21 impressed that the Planning Commission was agreeable to the project in general. <br />22 Cavanaugh reviewed with the other Councilmembers about their agreement to forwarding this is - <br />23 sue to Staff for review and analysis. It was the general consensus to refer this matter to Staff, and <br />24 TOLD Development was agreeable with this decision. <br />25 B. Discuss Custom Liquidators Property..'. <br />26 Cavanaugh noted that it was the Council's decision to decide if Staff should pursue options re - <br />27 garding this property. <br />28 Hodson remembered that there was a large price being asked for this property. Morrison said that <br />29 an appraisal of the property was done last spring, and the price was about $500,000. At that <br />30 time, the Council was not interested because they felt that the price was too high. Since then, the <br />Frontline Church has asked for a conditional use permit and the Staff is feeling that it might be a <br />46 good idea to take control of this property or face additional conditional use permit applications <br />33 by various applicants. <br />
