Resolution 15 -076 a resolution Approving Plans and Specifications and Authorizing 2 Advertisements for Bids for the 2016 Street and Utility Improvement Project. 3 4 City Engineer Todd Hubmer reviewed the resolution for Council's consideration approving the 5 plans and specifications and authorizes the advertisement for bids for the 2016 Street and Utility 6 Improvement Project. Bids are anticipated to be opened on or near January 27, 2016 and the bid 7 results will be brought to the Council for consideration in February. Mr. Hubmer reviewed the 8 reconstruction projects including Street and Utility Reconstruction for Stinson Boulevard from 9 37`h Avenue NE to Silver Lane NE; Trail and Sidewalk Improvements for 8' bituminous trail 10 along west side of Stinson Boulevard between 37`h Place N and 40`h Avenue NE (This is a 1 I Columbia Heights improvement) along with Salo Park sidewalk replacement and decorative 12 lighting along the east side of Stinson Boulevard NE between 37`h Avenue NE and Silver Lane 13 NE. 14 15 Mr. Hubmer reviewed the Project Cost and Funding Breakdown. Funding sources include special 16 assessment, street & utility reconstruction funds and municipal state aid funds. Mr. Hubmer 17 provided the proposed schedule for the project. 18 19 Mayor Faust asked when the sidewalks will go in and Mr. Hubmer stated they will be the last 20 thing to happen (fall of 2016). 21 22 Motion by Councilmember Brever, seconded by Councilmember Jenson to approve Resolution 23 15 -076; a Resolution Accepting Plans and Specifications and Ordering Advertisement for Bids 24 for the 2016 Street and Utility Improvements 25 26 Motion carried unanimously 27 28 C. Resolution 15 -077 a resolution Restricting Parking Along the East Side of Stinson 29 Boulevard for the 2016 Street and Utility Improvement Project 30 31 City Engineer Todd Hubmer reviewed the resolution for Council consideration approving 32 restricting parking along Stinson Boulevard between 37`h Avenue NE and Silver Lane NE to 33 accommodate the proposed roadway width and allow for the construction of the future sidewalk 34 within the City right -of -way. Prior to this project parking has been prohibited on Stinson 35 Boulevard, however to satisfy MnDOT State Aid requirements a formal resolution prohibiting 36 parking must be recorded. 37 38 Motion by Councilmember Stille seconded by Councilmember Brever, to approve Resolution 39 15 -077. a Resolution Restricting Parking along the East Side of Stinson Boulevard for the 2016 40 Street and Utility Improvement Project 41 42 Motion carried unanimously 43 44 D. Resolution 15 -078 a resolution Approving Combination Wine /Strong Beer License for 45 Catrma s located at 2510 Kenzie Terrance 46 47 City Manager Mark Casey explained Catrina's, located at 2510 Kenzie Terrance, is requesting a 48 Wine /Strong Beer License.
