City Council Regular Meeting Minutes <br />December 8, 2015 <br />Page 5 <br />1 B. Resolution 15 -076 a resolution Approving Plans and Specifications and Authorizing <br />2 Advertisements for Bids for the 2016 Street and Utility Improvement Project. <br />3 <br />4 City Engineer Todd Hubmer reviewed the resolution for Council's consideration approving the <br />5 plans and specifications and authorizes the advertisement for bids for the 2016 Street and Utility <br />6 Improvement Project. Bids are anticipated to be opened on or near January 27, 2016 and the bid <br />7 results will be brought to the Council for consideration in February. Mr. Hubmer reviewed the <br />8 reconstruction projects including Street and Utility Reconstruction for Stinson Boulevard from <br />9 37`h Avenue NE to Silver Lane NE; Trail and Sidewalk Improvements for 8' bituminous trail <br />10 along west side of Stinson Boulevard between 37`h Place N and 40`h Avenue NE (This is a <br />1 I Columbia Heights improvement) along with Salo Park sidewalk replacement and decorative <br />12 lighting along the east side of Stinson Boulevard NE between 37`h Avenue NE and Silver Lane <br />13 NE. <br />14 <br />15 Mr. Hubmer reviewed the Project Cost and Funding Breakdown. Funding sources include special <br />16 assessment, street & utility reconstruction funds and municipal state aid funds. Mr. Hubmer <br />17 provided the proposed schedule for the project. <br />18 <br />19 Mayor Faust asked when the sidewalks will go in and Mr. Hubmer stated they will be the last <br />20 thing to happen (fall of 2016). <br />21 <br />22 Motion by Councilmember Brever, seconded by Councilmember Jenson to approve Resolution <br />23 15 -076; a Resolution Accepting Plans and Specifications and Ordering Advertisement for Bids <br />24 for the 2016 Street and Utility Improvements <br />25 <br />26 Motion carried unanimously <br />27 <br />28 C. Resolution 15 -077 a resolution Restricting Parking Along the East Side of Stinson <br />29 Boulevard for the 2016 Street and Utility Improvement Project <br />30 <br />31 City Engineer Todd Hubmer reviewed the resolution for Council consideration approving <br />32 restricting parking along Stinson Boulevard between 37`h Avenue NE and Silver Lane NE to <br />33 accommodate the proposed roadway width and allow for the construction of the future sidewalk <br />34 within the City right -of -way. Prior to this project parking has been prohibited on Stinson <br />35 Boulevard, however to satisfy MnDOT State Aid requirements a formal resolution prohibiting <br />36 parking must be recorded. <br />37 <br />38 Motion by Councilmember Stille seconded by Councilmember Brever, to approve Resolution <br />39 15 -077. a Resolution Restricting Parking along the East Side of Stinson Boulevard for the 2016 <br />40 Street and Utility Improvement Project <br />41 <br />42 Motion carried unanimously <br />43 <br />44 D. Resolution 15 -078 a resolution Approving Combination Wine /Strong Beer License for <br />45 Catrma s located at 2510 Kenzie Terrance <br />46 <br />47 City Manager Mark Casey explained Catrina's, located at 2510 Kenzie Terrance, is requesting a <br />48 Wine /Strong Beer License. Staff has completed background checks on the business owners as <br />
