Present Utility Billing System Find out how the present utility <br /> system billing- functions and how it would potentially be affected by adding <br /> this new utility. <br /> 5. Planning Needs -- F?hat planning and administrative costs are <br /> anticipated. If master plans are necessary, or comprehensive plans <br /> - .. need to be updated, then this should be known as the system is <br /> prepared. In Roseville's case, the new state law, required the <br /> establishment of major planning efforts. Although short term in <br /> nature, these expenses would place a noticeable burden on the typical <br /> city budget. <br /> 6.
