E <br /> Date November 12, 1986 <br /> AN ORDINANCE RELATING TO THE ADDING-OF PART 6 TO CHAPTER 3 <br /> OF THE CITY CODE OF THE CITY OF FALCON HEIGHTS ESTABLISHING A <br /> STORM WATER DRAINAGE UTILITY <br /> The City Council of the City of Falcon -Heights does ordain as follows: <br /> The City Code of the City of Falcon Heights is amended, by adding Part 6 to <br /> Chapter 3 as follows: <br /> PART 6. STORM WATER DRAINAGE UTILITY <br /> 3-6.01 Storm Water Drainage Utility Established. The municipal storm sewer <br /> system shall be operated as a public utility pursuant to Minnesota Statutes <br /> Section 444.075 from which revenues will be derived subject to the provisions <br /> of this Chapter and Minnesota Statutes. <br /> 3-6.02 Definition of Residential Equivalent Factor (REF) . One (1) REF is <br /> defined as the ratio of the average volume of runoff generated by one (1) acre <br /> i of a given land use to the average volume of runoff generated by one (1) acre <br /> of typical single family residential land, during a standard one (1) year <br /> rainfall event. <br /> 3-6.03 Storm Water Drainage Fees. Storm water drainage fees for parcels <br /> of land shall be determined by multiplying the REF for a parcel's land use by <br /> the parcel's acreage and then multiplying the resulting product by the storm <br /> water drainage rate.
