District <br /> 6 . <br /> 1. Proposal from Rieke Carroll Muller Associates Inc. at a cost of <br /> $11 ,200. 00 . <br /> 2 . Proposal from Short-Elliott-Hendrickson, Inc. at a cost not to.- <br /> exceed $11 , 500 . 00. <br /> There are several methods in which to finance such a project: <br /> a. Direct assessment. This would, however, be the third <br /> assessment leveled on District 6 for storm water correc- <br /> tion (and the problem has not yet been corrected) . <br /> b. Charge a "users fee" for the storm sewer. Several other <br /> cities have used this method to accumulate enough money to <br /> repair and update their sewer systems. <br /> I have attached ordinances from the Cities of Roseville, Falcon <br /> Heights , and Fridley. -All three cities are using the "user fee" <br /> system. <br /> Recommendation <br /> I recommend acceptance of the proposal from Rieke Carroll Muller to <br /> do the feasibility study at a cost not to exceed $11 , 200 . 00,. <br /> I do not feel we 'need a contour -map of the area. involved because past <br /> studies and plans are available for the engineers to use. <br /> SPILLWAY HOLDING POND, <br /> r <br /> The ,attached is a feasibility and cost study for the spillway at <br /> Highcrest and approximately 39th Avenue N.E. <br />
