MEMORANDUM <br /> DATE: October 20, 1989 <br /> TO: Mayor and Councilmembers <br /> FROM: Sue VanderHeyden, Acting City Manage ' <br /> ITEM: META PARKING LOT PROPOSAL, 2701 KENZIE TERRACE <br /> (OVERFLOW PARKING FOR KENZINGTON RESIDENTS AND VISITORS) <br /> On July 26, 1989, the St. Anthony City Council approved a variance <br /> to META Operating Limited Partnership (META) to construct a gravel <br /> parking lot (minutes attached) . The variance was granted for a <br /> period of 3 months at which time META would be required to appear <br /> before the Council should an extension be necessary. <br /> As I am sure you are aware, the proposed gravel parking lot has not <br /> yet been constructed. META has kept the City informed concerning <br /> the delay. The MPCA required the installation of monitoring wells <br /> to test for possible contamination of the ground water, while being <br /> installed, bedrock was encountered causing damage to equipment and <br /> plans had to be changed, causing even further delays. (Letter from <br /> Delta Environmental Consultants, Inc. attached. ) <br /> • The Kenzington residents have many concerns pertaining to the <br /> proposed parking lot. First and foremost, the residents want <br /> additional parking space provided them. However, META has informed <br /> the residents that they will be charged for the cost of the parking <br /> lot construction and maintenance. From those representatives I <br /> have talked to, the charges for the parking lot construction would <br /> have been acceptable, if META would provide the residents with a <br /> contract/agreement making the parking lot a permanent structure at <br /> 2701 Kenzie Terrace. <br /> META refused such an agreement. I am not able to state their <br /> reasons, however, it is known that the parcel of land at 2701 <br /> Kenzie Terrace is for sale, therefore, META cannot guarantee the <br /> residents a permanent parking lot. <br /> The Kenzington residents have presented the Public Works Director <br /> and myself with a sketch (attached) placing 8-10 parking places <br /> behind the Kenzington along the alley. These parking places could <br /> be permanently placed on this land because it is part of the <br /> Kenzington lot. However, the Kenzington residents cannot act on <br /> this plan without approval of the Board, which consists of 75% META. <br /> representation and 25% resident representation. Jeanne Krajna will <br /> be present to speak on behalf of the Kenzington residents. <br /> META is requesting an extension of one year to the variance: <br /> • This request is based on the following reasons: At 72 feet no <br /> groundwater contamination was found, so they are not sure of the <br />
