Childs <br /> City Manager <br /> City of St. Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony, MN 55418 <br /> Dear Mr. Childs: <br /> Thank you for your interest in our Development Assistance Program activities <br /> and the various types of technical assistance we are now offering communities. <br /> From my discussions with Chuck Ballentine and Guy Peterson it appears that the <br /> Kenzie Terrace Redevelopment Project is a very attractive, ambitious and well <br /> thought out effort on the part of the City of St. Anthony, and one which will <br /> provide new housing alternatives for the City's residents. <br /> It is my understanding that you and your project consultant, Dick Krier of <br /> Westwood Planning and Engineering Company, would like our staff in its <br /> Development Assistance Program capacity, to prepare a housing bond plan for the <br /> • City pursuant to M.S.A. 462C so that it may issue housing revenue bonds if <br /> authorized to do so by MHFA. Our role in this preparation of the bond plan <br /> will be only that of preparing the document and will not include involvement in <br /> the local review and approval of the- plan by the City's elected officials. <br /> The Plan preparation will involve no charge to the city because time is still <br /> available in the Housing Division work program. However, future requests for <br /> assistance from St. Anthony or other Metropolitan Area communities may require <br /> a charge. The charge would be necessary so that the Council can adequately <br /> meet its other work program commitments as well as assisting communities. <br /> I have asked Guy to be the lead staff person in preparing the plan for you. It <br /> will of course be your decision as to the content of the eventual bond plan you <br /> ask your City Council to approve, but he will work with you to prepare a plan <br /> which fulfills the requirements of 462C and the Metropolitan Council 's Bond <br /> Plan Review Guidelines. <br /> The Housing staff is looking forward to assisting St. Anthony in its efforts to <br /> prepare a housing revenue bond plan.
